Thirty-seven Lake County school districts lose, eight win in state school funding revamp

Lake County schools would be net losers of state funding under a bill that passed the Illinois State Senate Wednesday.

Collectively, the county's 45 school districts would get approximately $7.3 million per year less from the state's school funding formula, a 26 percent decrease from their 2015 funding levels, according to an Illinois State Board of Education analysis obtained by the Lake County Gazette.

Three Lake County state Senators — Sens. Julie Morrison (D-Deerfield), Terry Link (D-Vernon Hills) and Melinda Bush (D-Grayslake) — voted "yes", one, Dan McConchie (R-Hawthorn Woods) voted "no" and one, Pamela Althoff (R-McHenry), voted "present" on Senate Bill 1, which passed 35-18 with three Senators voting present

Stevenson School District 125 (70% decrease), Rondout School District 72 (69% decrease), Lake Forest School District 67 (68% decrease), Oak Grove School District 68 (67% decrease), Township High School District 113 (65% decrease) Lake Forest School District 115 (64% decrease), Gurnee School District 56 (45% decrease), Woodland School District 50 (32% decrease), Antioch School District 34 (30% decrease), Warren Township School District 121 (26% decrease), Millburn School District 24 (20% decrease), Lake Villa School District 117 (20% decrease), Big Hollow School District 38 (18% decrease), Winthrop Harbor School District 1 (16% decrease), Diamond Lake School District 76 (15% decrease), Grant School District 124 (14% decrease), Wauconda School District 118 (12% decrease), Lake Villa School District 41 (11% decrease), Grayslake School District 46 (7% decrease) and Grayslake School District 127 (3% decrease) would all be losers if Senate Bill 1 is enacted into law.

North Chicago School District 187 (22% increase), Round Lake School District 116 (20% increase), Gavin School District 37 (19% increase) and Zion School District 6 (18% increase) all stand to receive more state funding from the bill.

Senate Bill 1, sponsored by State Sen. Andy Manar (D-Bunker Hill), includes a $385 million bailout of Chicago Public Schools, which face bankruptcy due to years of deficit spending.

The state funding cuts wouldn't take effect immediately. Manar's bill also includes a temporary "hold harmless" clause that would effectively delay them for two years.

The ISBE analysis was conducted last summer, after Manar unveiled his school funding proposal. It is the last known analysis of the bill.

Gov. Bruce Rauner has vowed to veto the legislation should it reach his desk.
