City of Highwood City Council met April 3.

Here is the minutes provided by the Council:

Call to Order by Mayor at 7:30 P.M.

1. Roll Call 

Present: Mayor Pecaro, Aldermen: Falberg, Fiore, Peterson, Slavin 

Absent: Aldermen: Grice, Feddermann 

Also Present: City Manager Coren, City Attorney Jablecki, Assistant to City Manager Marquez, City Deputy Clerk Baruffi

2. Pledge of Allegiance 

Those in attendance recited the Pledge of Allegiance

3. Review of Minutes to be Approved

3.1. Moved by Alderman Fiore, seconded by Alderman Peterson to approve the City Council: March 21, 2017 minutes as presented. All present voting aye, by voice vote, motion carried.

3.2. Moved by Alderman Peterson, seconded by Alderman to approve the Committee of the Whole: March 21 , 2017 minutes as presented. All present voting aye, by voice vote, motion carried.

4. Appointments (Mayor Pecaro)

4.1. Appointment of Planning and Zoning Commission Members

4.1.1. Paul Martinez – 3 Year Term

4.1.2. Caroline Mead – 3 Year Term

4.1.3. Fergusson Mills – 3 Year Term

Moved by Alderman Peterson, seconded by Alderman Fiore to approve the Mayors’ appointment of the three commission members to the Planning and Zoning Commission. All present voting aye, by voice vote, motion carried.

4.2. Appointment of the Highwood Public Library Board Members

4.2.1. Bertha Chavez – 3 Year Term

4.2.2. Laurie Lenzini – 3 Year Term

4.2.3. Nora Loredo – 3 Year Term

Moved by Alderman Peterson, seconded by Alderman Slavin to approve the Mayors’ appointment of the three board members to the Highwood Library Board. All present voting aye, by voice vote, motion carried.

5. Approval of Warrant List:

5.1. Moved by Alderman Slavin, seconded by Alderman Peterson to approve the 04/03/2017 AP Warrant List as presented. All present voting aye, motion carried.

6. Public Input Items Not On Agenda 

Lenny Innocenzi, Buffo’s Restaurant: The month of April 2017 is Buffo’s 40th Anniversary. Mr. Innocenzi outlined the history of the restaurant. The following is an overview of the history presented at the meeting. When Buffo’s was first started as a hot dog stand, the only other restaurants in town were Nite-n-Gale, Al & Jane’s, Del Rio, Shrimp Walk, and Two Guys from Italy. In 1978 Buffo’s was the first hot dog stand in Illinois to get a liquor license. In 1981, a café license with pizza’s as Buffo’s continued to grow. In 2000 added the super dogs to the menu as well as adding the

Joker on the roof top. In 2010 it was noted the Buffo’s figurine was the most photos taken of the figurine for 8 years running in Lake County. In 2017 Buffo’s Restaurant appeared on Chicago’s Best Restaurant for being a non-chain restaurant.

7. Mayor’s Report Tomorrow is Election Day, including the two school districts, Moraine Township, Mayoral and Aldermanic, as well as the Clerk referenda on the City’s ballots.

12.1. 17-R-12 Moved by Alderman Falberg, seconded by Aldermen Fiore to authorize A Resolution Approving an ARC Application for Signage (310 Waukegan Ave – Interim Health Care). All present voting aye, by voice vote, motion carried.

12.2. 17-R-13 Moved by Alderman Fiore, seconded by Alderman Slavin to authorize A Resolution Authorizing the City Manager to Spend up to $19,995 on Regular Landscape Mowing, Edging, Landscape Bed Weeding, and Basic Trimming Through Scopelliti Landscaping. All present voting aye, by voice vote, motion carried.

12.3. 17-O-8 Moved by Alderman Fiore, seconded by Alderman Falberg to waive the first reading and approve an Ordinance Amending Title 1 of the Highwood City Code. All present voting aye, motion carried.

14. Adjournment Moved by Alderman Fiore, seconded by Alderman Slavin to adjourn the meeting. Mayor Pecaro adjourned the meeting at 7:45 p.m.
