9. Public Hearing - Appropriation Ordinance

A. FY2018 Appropriation Ordinance and Financial Plan (Roll Call Vote)

Summary: Staff has completed the Fiscal Year 2018 Financial Plan previously reviewed by the Village Board and Finance Committee. Also provided in the accompanying booklet is the FY2018 Appropriation Ordinance. The Board is being asked to approve the Appropriation ordinance as the Village’s spending authority, and the Financial Plan as the Village’s spending and planning guide.

Recommended Actions:

Public Hearing: 

1) Motion to open a public hearing regarding the Appropriation Ordinance for Fiscal Year Ending April 30, 2018. 

2) Opportunity for Public Comment 

3) Motion to close a public hearing regarding the Appropriation Ordinance for Fiscal Year Ending April 30, 2018.

Acceptance of FY2018 Financial Plan-

Motion to accept Fiscal Year 2018 Financial Plan, Certified Statement of Revenues, and Fiscal Policies.

Consideration of an Appropriation Ordinance-

Motion to pass Ordinance No. 2017-O-10, an Appropriation Ordinance for Fiscal Year Ending April 30, 2018.

A. Approve the Financial Statements as of March 31, 2017.

A. Policy for Donations by the Village, an Ordinance Amending the Lake Barrington Village Code.

Summary: Each year the Village of Lake Barrington receives requests from worthy organizations for contribution to advance the work of organizations within the Lake Barrington area. The Village seeks to identify policy criteria for considering these requests in the future and has developed criteria for consideration of contribution requests. This Ordinance formalizes the parameters of the Villages program to address contribution requests in the future.

Recommended Action: Motion to Adopt a Policy for Donations by the Village, Ordinance No. 2017-O-___an Ordinance Amending the Lake Barrington Village Code. (Roll Call vote)

B. Ordinance amending chapter 9” construction of utility facilities in rights-of-way”, of title 6, “Public ways and public property”, of the village of Lake Barrington village code relative to the sitting and installation of a small cell antenna and/or tower within the village.

Summary: Current municipal regulations concerning the placement and operations of cellular antenna communications does not address small cell antenna utilization. The Village Attorney has recommended and the staff has reviewed the proposed Ordinance to properly address the placement and use of small cell antennas to properly manage the introduction of this technology within the limits of the Village.

Recommended Action: Motion to Consider and Pass Ordinance No. 2017-O-___as presented. (Roll Call Vote)

16. New Business

A. Village of Lake Barrington authorizes the village administrator to Enter into a contract with doing landscaping for a period of April 17, 2017 through October 30, 2018 with annual cost of $2,250.00.

Summary: Village of Lake Barrington is entering into a landscape services agreement on a contract basis with Doering Landscaping. The Village staff is satisfied with the level of service, responsiveness, and value of the services Doering Landscaping has provided in the past. The contract provides a two-year service agreements for landscape maintenance on the Freier Farm property.

Recommendation: Motion to Authorize the Interim Village Administrator to execute the services agreement with Doering Landscaping as presented. (Roll Call Vote)
