Here is the minutes provided by the Board:

The meeting was called to order by Mayor Loy at 7:00 pm.

The following Elected Officials were present:

Mayor: Robert D. Loy

Trustees: Kimberly Braden, Buddy Hargett, Robert Marabella, Dana McCarthy, Richard Robards, Hartmut “Fritz” Weiss

Also present:

Attorney, Douglas Dorando 

Julie Rittenhouse, Village Clerk

The Invocation was led by JC from North Point Church, followed by the Pledge of Allegiance.

Approval of Minutes:

1 - A motion was made by Trustee Braden and seconded by Trustee Weiss to approve the March 21, 2017 Regular Board Meeting Minutes as presented. Mayor Loy declared the motion carried on the following roll call vote.

Ayes: (6) Braden, Hargett, Marabella, McCarthy, Robards, Weiss

Mayor’s Report:

Resolution 2017-R-8 A Resolution Stating the Intent of the Village of Winthrop Harbor to Host a Memorial Day Parade and Close Sheridan Road

2 - A motion was made by Trustee Marabella and seconded by Trustee Braden to approve Resolution 2017-R-8 as presented. Mayor Loy declared the motion carried on the following roll call vote.

The Boards Consideration to Allow Harbor-Que to Have Helicopter Rides on Saturday, October 7, 2017.

3 - A motion was made by Trustee Robards and seconded by Trustee Marabella to Allow Harbor-Que to Have Helicopter Rides on Saturday, October 7, 2017. Mayor Loy declared the motion carried on the following roll call vote.

Ayes: (5) Hargett, Marabella, McCarthy, Robards, Weiss

New Business:

Mayor Loy excused himself and left the dais due to the fact he’s the property owner. Trustee Robards assumed the role of Chairman pro tem.

Ordinance 2017-O- An Ordinance Rezoning Property Located at 1142 Sheridan Road and Granting a Special Use Permit.

4 - A motion was made by Trustee Braden and seconded by Trustee Marabella to waive the first reading and set aside the rules setting the second reading on the next agenda under new business for the incoming Board. Mayor pro-tem Robards declared the motion passed on the following roll call vote.

Ordinance 2017-O-4 An Ordinance Amending §158.07 of the Municipal Code of Winthrop Harbor Allowing Sandwich Board Signs in the DT-1 Zoning District

5 - Mayor Loy retook his seat at the dais. A motion was made by Trustee Braden and seconded by Trustee Marabella to set aside the Rules of the President and Board of Trustees and Waive the First and Second Reading of Ordinance 2017-O-4 and approve as presented. Mayor Loy declared the motion carried on the following roll call vote.

6 - A motion was made by Trustee Weiss and seconded by Trustee Robards to approve Accounts Payable Warrant W2016-20 in the amount of $257,988.36. Mayor Loy declared the motion carried on the following roll call vote.

7 - A motion was made by Trustee Weiss and seconded by Trustee Braden to approve the February 2017 Treasurer’s Report as presented. Mayor Loy declared the motion carried on the following roll call vote.

Permission to use the Schlader Building on May 29, 2017 after the Memorial Day Parade for a Luncheon for the Veterans, Waiving any and All Fees.

8 - A motion was made by Trustee McCarthy and seconded by Trustee Marabella to grant permission to use the Schlader Building on May 29, 2017 for a luncheon for the Veterans, waiving any and all fees. Mayor Loy declared the motion carried on the following roll call vote.

Trustee McCarthy thanked Trustee Braden and her husband for doing this luncheon.

Public Hearings:

Mayor Elect Dr. Michael Bruno thanked the voters of Winthrop Harbor for their trust in him. He is truly humbled to be the Village’s next Mayor and looks forward to working with every single person in the community and wants to build an even better Winthrop Harbor. He also thanked Buddy, Kim, Margo and Art for their candidacies. It takes courage, commitment and a deep desire to serve to take on a Mayoral campaign. Each ran an issue based campaign that they can be proud of and he looks forward to working with each of them. Next month we begin a new chapter and he welcomes the opportunity to contribute.

Richard Coombe thanked the Board for everything they’ve done over the last 3 years for the Village and the V.F.W.

Unfinished Business:

Trustee Marabella – Public Works Department

• Baseball is in full swing. Be careful and watch for the kids.

• Branch pick-up starts May 1st.

• Free wood chips can be delivered. We have plenty. 

Trustee Braden – Community Development

• Thanked the entire Board for permission to have a helicopter at Harbor-Que and also for the use of the Schlader Building , waiving all fees for the Veteran’s luncheon. 

Trustee Weiss – Finance Department

• Reminded everyone about the Budget Meetings on April 21, 24, 25 and 27 at 6:00 pm. 

Trustee Hargett – Police Department

• Officer Bogdala and Hondo have started training. 

Trustee McCarthy– Recreation Department

• Thanked Scott and the Rec Board for the Lunch with the Easter Bunny this past Saturday. They work really hard. He encouraged anyone that wanted to get involved with the Rec Dept. to help out.

• Gym night this Friday for K-4th grade at 7:00pm.

• 38 Acre Park clean-up this Saturday at 9:00am.

• Schools are also having their annual Techno Trot fund raiser at Westfield. 

Trustee Robards – Fire Department

• Congratulations to Mike Bruno and John Levin on their election and to Kim Braden, he will be sorry to see her go.
