Village of Cary Village Board of Trustees met March 21.

Here is the minutes provided by the Board:

I. Call to Order

This meeting was called to order at 7:31 p.m. by Mayor Kownick.

II. Roll Call

Present: Mayor Kownick and Trustees Covelli, McAlpine, Kraus and Cosler

Absent: Trustees Dudek and Chapman

Others present included interim Village Administrator Rife, Village Clerk Bragg, Community Development Director Brian Simmons, Public Works Director Erik Morimoto, Chief Patrick Finlon, Village Attorney Adam Simon, and members of the audience per the sign-in sheet.

III. Pledge of Allegiance

Mayor Kownick led in the recitation of the Pledge of Allegiance.

IV. Open Forum

The public is invited to make an issue-oriented comment on any matter of public concern not otherwise on the agenda.

Barbara Matsen inquired about repairs to the Kraus Senior Center. Interim Village Administrator stated that there are no repairs planned for the coming year. Ms. Matsen also asked if there were plans to demolish the Senior Center. Interim Village Administrator stated the Board has had no discussion on demolishing the Senior Center.

Kathleen Scott stated she was the legal owner of the business name Action Building Maintenance Corporation.

Mayor Kownick closed Open Forum at 7:37 p.m.

V. Mayor's Report

Mayor Kownick opened a public hearing regarding the Wastewater Treatment Plant Facilities Plan Illinois Environmental Protection Agency (EPA) Categorical Exclusion Notice of Intent

Discussion:

Director Morimoto provided and update of the plans for the wastewater treatment plant to meet the new IEPA requirements for phosphorous discharge. Staff is working with a consultant to incorporate funding opportunities for this project. As part of the EPA low interest loan program, the EPA Screens and reviews projects to determine if an extended level of environmental review is required. The EPA has reviewed documents submitted by the Village and has issued a Notice of intent (NOI) to issue a categorical exclusion for the project, which means the EPA has determined that the Village's project would have limited or no environmental impact. The project plans have been at Village Hall for public review and a notice was placed in the Northwest Herald.

5. Consider for Approval a Lot Coverage Variation for the Property Located at 17 Tealwood Court

6. Consider for Approval a Resolution Entering into a Loan Agreement with Kojak's Inc. Utilizing the Village of Cary's Revolving Loan Fund for the Property Located at 700 Northwest Highway

7. Consider for Approvala Resolution Adopting the 2017 Village of Cary Official Zoning Map

Motion: Trustee McAlpine moved, seconded by Trustee Kraus, to approve Consent Agenda Items #1 through #7

Ayes: McAlpine, Kraus, Covelli, Cosler, Kownick

Nays: None 

Abstain: None

Motion Carried.

Administrator's Report

Interim Village Administrator Rife stated that staff met with Meyer Material/Lafarge, and their contractor will begin mobilizing the dredging equipment beginning the week of March 27th. The Village will continue to keep residents updated on this process on the website and in the Cary News Weekly.

Motion: Trustee Kraus moved, seconded by Trustee McAlpine to adjourn.

Ayes: All ayes by voice vote
