City of Highwood Committee of the Whole met May 2.

Here is the minutes provided by the Committee:

Call to Order by Mayor Pecaro at 6:05 p.m.

1. Roll Call

Present: Mayor Pecaro, Aldermen: Grice, Falberg, Fiore, Peterson, Slavin

Absent: Alderman Feddermann

Also Present: City Manager Coren, City Attorney Ferolo, Deputy City Clerk Baruffi, Administrative Assistant Litjens

3. Review of Minutes to be Approved

3.1. City Council: April 18, 2017

3.2. Committee of the Whole: April 18, 2017

Both of the minutes will be approved at the Regular City Council Meeting.

4. Appointments (Mayor Pecaro)

5.1. 05/02/2017 AP Warrant List

The warrant list is last fiscal year.

7. New Business

7.1. Consideration of a Resolution Approving an ARC Application for a Proposed Landscaping Plan (432 Sheridan Road–Teddy O’Brians).

The Council is in agreement with the ARC approval of the Technito arborvitae.

7.2. A Continued Discussion on the Proposals Received by Staff for the Former Fire Station Property.

The 2 RFP’s for the property were presented and discussed, both of which would not alter the outside of the building, except to alter the bay entrances. Larry DiVIto presented his concept of a winery utilizing both floors including a bar area, while Michael Koenitz Hudac presented his concept of a coffee house and possible bakery on the first floor with co-worker office space on the second floor. Council decided to open up the decision requesting public input and reviewing at the May 17, 2017, meeting. Attorney Ferolo gave an overview of the next steps which would be a redevelopment commitment, sale of building permit process.

7.3. Consideration of a Resolution Directing the City Manager to Add the Alley Between S Central and Pleasant to the Contract with Pav-Tech Approved on March 7, 2017 and Increase the Spending Authority to $207,000.

With the addition of the Pleasant/S. Central alley, all the alleys in Highwood will be completed. The alley mentioned above is also in very poor condition.

7.4. Consideration of a Motion Directing the City Manager to Add Exmoor Court to the 2017 Road Program Under the Bid Rates Already Approved with Peter Baker in an Amount not to Exceed $26,000.

The Council is in agreement with the motion and will add to waive the competitive bidding to the motion. Lockard Lane was discussed regarding the barrier which divides the street. The street was a closed to through traffic by ordinance in 2012.

7.5. Consideration of a Motion Waiving Competitive Bidding and Directing the City Manager to Enter into an Agreement with Pipevision , Inc. in the Amount of $46,000 to Line the Sanitary Sewer on North Central Avenue, Upon City Attorney Approval.

The Council is in agreement with the motion.

7.6. Consideration of an Ordinance Declaring a 2015 Ford F450 Super Duty Truck Surplus and Authorizing the City Manager to Sell it.

The City has received an offer of $52,500.00 for the purchase of the truck or $60,000.00 in kind services from S.E. Enterprises. The City will take the in kind services from S.E. Enterprises.

Some of the other vehicles still owned by the City were discussed.

7.7. Consideration of a Motion Authori zing the City Manager to Spend up to $19,000 to Install Structures and Electric Infrastructure to Enable Additional Decorative Overhead Lighting at Everts Park.

This is a beautification project for Everts’ Park, which includes installation of the proper poles, stone veneer, and electrical hook-ups. The lighting will stay in the center.

7.8. Consideration of an Ordinance Amending the Highwood City Code with Regard to the City Clerk.

The Council is in agreement with amending the Highwood City Code.

7.9. A Discussion on the Selection of a Design for a New Monument Welcome Sign at the Corner of Green Bay Road and Prairie Avenue.

Multiple options were reviewed by the Council. The 99 Signs site has proven to be beneficial. The Council has narrowed down the choices, but would like additional options to review. It is felt that the signs should improve the gateways to the community.

7.10. A Discussion on the Placement of Two Sculpture Donations from the Julia Foundation.

It was discussed to connect the statues donated to the City by the studio.

7.11. A Discussion on Implementing an Ordinance to Regulate Unmanned Donation Boxes in the City of Highwood.

Council decided to have an Ordinance prepared for the May 17, 2017, Council Meeting regarding the regulating of donation boxes in Highwood.

7.12. A Review and Discussion on t he Draft Downtown Zoning Update.

It was suggested having a special meeting tor the review and discussion of the downtown zoning updates.

9. Adjournment Moved by Alderman Fiore, seconded by Alderman Peterson to adjourn the meeting. All present voting aye, by voice vote, motion carried. Mayor Pecaro adjourned the meeting at 7:35 p.m.
