Here is the minutes provided by the Board:

1. Call To Order

Mayor Knight called the Regular Village Board Meeting to order in the Village Hall at 7:00 PM.

2. Pledge Of Allegiance

The Pledge of Allegiance was led by Boy Scout Troop 90.

3. Roll Call

Upon roll call by Clerk Falk-Novak, the following Trustees were present: Trustees Starkey, Arnswald, Black, Howe, Schlick, Morino QUORUM PRESENT

11. New Business

A. (Action) Consideration and Approval of an Ordinance Granting a Variance from Sign Regulations Contained within §152.10 of the Wauconda Village Code Entitled “Freestanding Signs” to Allow an Additional 54 Square Feet of Signage to an Existing Multiple Tennant Freestanding Sign (616 W. Liberty Street) ( Ordinance No. 2017-O-16) (Pgs. 54-58)

Chris Miller stated current ordinance drafted stipulates 100 square feet and requesting additional 54 square feet. This item was discussed at committee in April.

B. (Action) Consideration and Approval of a Contract with GovHR for the Recruitment and Selection of a Village Administrator (Pgs. 59-68)

Doug Maxeiner stated GovHR has performed three searches for us, two have been very successful, however Finance Director position is still open. They filled the Police Chief and Village Administrator positions. The cost is a $13,000 recruitment fee as well as additional expenses of about $5000.00. GovHR has a two-year guaranty if candidate leaves or is asked to leave. GovHR will recruit to refill the position for no charge except for the additional expense. Trustee Starkey stated GovHR has done a great job with recruitment especially with Administrator Maxeiner who came in when things were in disarray and with a steady hand and appreciates all his hard work. He has been a pleasure to work with.

C. (Action) Award of Bid for the 2017 MFT Street Resurfacing and Maintenance Contract to Geske & Sons Inc. in the Amount of $494,521.72 (Pgs. 69-73)

Brad Fink stated five bids were yielded. Geske & Sons. Inc. was the lowest qualified bidder. The original budget for the project was $550,000 and the engineer’s estimate was $560,000.

The bid came in at $494,521.72. Trustee Arnswald asked Brad to comment about Sutton Circle. Brad mentioned that in 2015 they used a contractor who used a micro surfacing technique which ended up not working. The contractor agreed to reapply in 2016 and again experienced issues with the technique. He is recommending that since the bid came in so favorable that Sutton Circle is added to this project. Mayor Knight asked about timeline and Brad stated the contractor would start within the month and will have the project completed by the end July, including Sutton. Trustee Starkey asked if the village will be notifying all residents of this project and Brad stated yes. Trustee Starkey also asked if we ever used this contractor before and Brad said we have not but they have been prequalified by the state of Illinois. References have been checked and they also participated in Crystal Lake’s pavement program.

D. (Action) Consideration and Approval of an Ordinance Amending Section 51.09 of Chapter 51 of Title V of the Village of Wauconda Code of Ordinances Entitled Water and Sewer Service Rates ( Ordinance No. 2017-O-17) (Pgs. 74-77)

Brad stated this is done every year pursuant to our ordinance. The only thing that is a little different, which is in alignment with the Village’s strategic goal, is to migrate towards a single rate versus a three-tiered rate. We are getting closer to closing the gap towards a unified rate.

Ed McKee stated this is a proposal by the staff to establish an account so employees can take their own earned compensation and put it aside tax free to help pay for their medical costs when they are no longer employed by the Village. Final docs are still under review with the attorney. Trustee Morino asked how this came about and if this was asked for by the employees. Ed responded that this was identified during the last two labor negotiations.

12. Mayor’s Report

Congratulations to Sean Lewakowski for his promotion to Sergeant. Also, congratulations to the two two new officers Scott Hein and John Abbio. Thank you Brad for stepping up as interim Village Administrator. Thank you also to Bill Glade for filling the last appointment. Thank you to the Memorial Day committee and volunteers. It was a great parade and a great ceremony. Thank you Alise, staff and volunteers for the Big Bang Golf outing. The past couple weeks he has been meeting with staff, department heads and trustees trying to get everything in place. He met with staff members Chris and Deb and one item he asked them to look into the possibility of a special census as it could help us out. There were an additional 128 homes built since 2010 in Liberty Lakes. There is a nominal fee of $200 to apply and application is just to find out how much it would cost us to do the special census. Doug stated, based on his experience, the census would cost between $30,000 to $50,000 which would be recovered in a 2-2 1⁄2 year period. The benefit would be the 2020 will not be certified until late 2021 or 2022 so we can get some additional per capita income during that period of time. There would be 4 years increased per capita income that would offset the cost of the special census. Reminder, the next Village Board Meeting will take place on Monday 6/19 due to Cruise Night taking place on 6/20. Thank you very much Doug for the past 3 1⁄2 years. You demonstrated professionalism, strength and courage. The Mayor presented Doug with a recognition plaque from the Village for his dedication and service as Village Administrator.

13. Committee Reports & Trustee Comments

Trustee Starkey

The Development Committee meeting will take place on 6/13 at 5:30 pm and the agenda will be sent out on Friday. Congratulations to the many local businesses who were voted the best of the best in the Daily Herald’s Reader’s Choice Top Picks Awards. There will be award ceremony in July. The ZBA planned commission has a meeting tomorrow night at 7:00 PM in the Village Board Room.

A workshop will be held during the meeting for those new to the board and committee. Chris Miller directed our traffic engineers to update the traffic console on 176. The vehicles have gone up 6000 vehicles per day and this information will be updated on the Village Website and Marketing materials and shared with potential developers because higher daytime traffic is important criteria for attracting business development. There are economic development events coming up that she and/or staff will be attending for education and networking opportunities. Trustee Starkey will be will be attending the Suburban Commercial Chicago Real Estate Forum in Oak Brook, the Lake County Partners Municipal Economic Development meeting will be in Grayslake next Wednesday and The Illinois Economic Development Association Conference in Rock Island which they are looking in to. The Lake County Partners big event will be held on 6/23 in Lincolnshire. And finally, thank you Doug for everything. She is very appreciative.

Trustee Arnswald

Thank you to everyone who was sworn in tonight. The Services Committee meeting was held tonight and there were discussions on items but nothing was resolved. Thank you to Brad and for the fact that the issue will be resolved for the residents on Sutton Circle. He also thanked Doug for his service.

Trustee Black

Congratulations to Sean, Scott and John. There was a recycling event at the township last weekend that was very well attended. 420 pairs of shoes were collected along with medicine, sharps, glasses and bikes. The next Village Meeting will be held on the 19th which also means the Natural Resources meeting will be held at 5:30 on the same day. He would like to see everyone out at the Cruise Night – it should be a good one as the first of the year is usually the most populated ones. Thank you to Doug for everything you have done. You are an incredible steady hand through some tough times for us, and has showed a lot of leadership. Thank you to Brad for stepping up.

Trustee Howe

Congratulations to Sean Lewakowski, Officer Hein and Marine Unit Officer Abbio. Glad to have Bill Glade back on the Pension Board. Doug, thank you very much, you have been a great benefit and we are going to miss you. You have left us in a great position so the next person who comes on after you will not have near the work you had to do. Brad, thanks for stepping up. The Marketing Committee meeting was on 5/23 and have had continued progress on the new electronic community sign. Public Works will no longer be able to do the construction aspects of the base so they are looking at how they will be sending this out to bid and might do in two stages. They received some great input from Deb Ogorzaly on integrating development efforts with the Marketing Committee to make sure they are all moving in the same. The Business Recognition Program should be ready to roll out fairly soon. Also, Cruise Night is coming up and he had great lunch meeting with Jason Laureys who is an integral part of the Cruise Night and he has some great ideas and they talked about ways to continue to build off of that. The next Marketing Committee Meeting will be on 6/27.

Trustee Schlick

He had a change to sit in on his first Village Services Committee and there was great great discussion and he is glad they can come to a resolution for the Sutton Circle residents. The Economic Development committee meeting will be next week. Congratulations to Sergeant Lewakowski. Welcome to Officers Hein and Abbio.

Trustee Morino

All the congratulations go to the great momentum of the police force. As a new Trustee, it has been very useful and important to have a steady professional hand to guide him and get him up to speed and couldn’t thank Doug enough for this. Thank you to Doug and Brad for what you have done for the village.

Doug Maxeiner

Heroes of Freedom Memorial – there will be some activity this week as they are removing the current finish and re-applying a 10-year application.

The Department Heads at the Village are some of the finest individuals he has ever had the pleasure to work with. They really care about this community. Chris its more out of his budget that anyone could have ever expect. Brad leads a solid group of employees and really cares about his employees and the community as a whole. Ed is the best Finance Director he has had the pleasure to work with in his 25- year career. Chief Wermes has made tremendous strides in the Police Department in a very short time and has restored pride and has inspired his officers. My advice to you is to trust these folks because they are in it for the right reasons. Have them involved in the process of selecting his replacement and ask them for their input and opinion. Finally, he has 3 ideas of wisdom for the board moving forward:

1. Support and trust your staff.

2. The loudest voices are seldom the most reason. Trust data and experience for your decisions.

3. Make decisions for the next generation not the next election.
