Libertyville Historic Preservation Commission met Nov. 7.

Here is the agenda provided by the Commission:

The regular meeting of the Historic Preservation Commission was called to order by Chairman James Hartshorne at 4:00 p.m. at 118 W Cook Avenue.

Members present: Chairman James Hartshorne, Robert Del Prato, Pam Hume, Mike Kollman, Amy McEwan, and Tom Wilkinson

Members absent: Katherine Hamilton-Smith

A quorum was established.

Village Staff present: John P. Spoden, Community Development Director; Christopher Sandine, Associate Planner

Commissioner McEwan made a motion, seconded by Commissioner Wilkinson, to approve the October 3, 2017, Historic Preservation Commission meeting minutes as amended.

Motion carried 6 – 0

New Business

Prepare for the Historic District Open House and Public Meeting

Commissioner Hume questioned if any of the property owners have contacted the Village with more information regarding the Historic District proposal. Mr. Sandine stated one individual reached out with several concerns, including the desire to tear down his property. Mr. Sandine stated the historic district will not prevent the structures from being torn down, but rather require a Certificate of Appropriateness from the Commission. Mr. Sandine stated the individual is planning to attend the meeting to offer his feedback.

Commission Kollman questioned the format for the Open House and Public Hearing. Mr. Spoden stated the Open House is scheduled for 6:00 PM, with the Public Hearing at 7:00 PM. Commissioner Kollman stated an initial idea was to have about six (6) boards available with pertinent information for the public to view. Mr. Sandine questioned what information should be included on these boards. The Commission noted most of the information could be included from the Powerpoint provided at the Committee of the Whole meeting in August. Specifically, the Commission noted the boards should focus on the “Who, What, When, Where, and Why” of the Historic District. Commissioner McEwan suggested a board might include an aerial of the proposed district with statistics about the properties. Commissioner Kollman suggested a board with Frequently Asked Questions and the streamlined approval process. Commissioner Wilkinson suggested the aerial include the name of the Historic District for people to latch onto. Commissioner McEwan suggested a packet be available with the Libertyville properties located on the National Register and Local Landmark Status.

Commissioner Kollman questioned if the meeting is able to be recorded for future use. Mr. Spoden stated the Village Board room has a camera that can be used. Mr. Spoden suggested putting some of the video on the website for those who were not able to attend the meeting.

Historic Preservation Commission 2018 Meeting Dates

Commissioner McEwan noted she will not be available for the January 2nd or July 3rd meetings as they are near holiday weekends. Commissioner McEwan suggested changing the dates for those two months to the second week of the month. The Commission agreed with changing the dates for these two months from January 2nd and July 3rd to January 9th and July 10th.

Commissioner Hume questioned if a 4:00 PM start time will be too early for contractors, if the Historic District is passed and individuals are coming in for a Certificate of Appropriateness. Mr. Spoden stated the schedule may need to be amended if the Historic District is approved, to accommodate for submittal deadlines.

With no further discussion, Commissioner McEwan made a motion, seconded by Commissioner Kollman to adjourn the Historic Preservation Commission.

Motion carried 6 – 0
