Here is the minutes provided by the Board:

1.Call To Order:

Mayor Knight called the Regular Village Board Meeting to order in the Village Hall at 7:00 pm.

2. Pledge Of Allegiance

The Pledge of Allegiance was led by Boy Scout Troop 90.

3. Roll Call

Upon roll call by Clerk Falk-Novak, the following Trustees were present: Trustees Starkey, Arnswald, Black, Howe, Schlick, Morino

B. (Action) Consideration to Award the Contract for the Wastewater Treatment Plant Final Clarifier No. 1 Rehabilitation to Joseph J. Henderson & Son Inc. (Pgs. 41-44)

Brad Fink: Included in this year's Capital Improvement Plan as well as identified in the Wastewater Treatment Plan Asset Management Plan is the rehabilitation of Clarifier No. 1. Originally it was installed in 1984 and the proposed project includes rehabilitation of most of the working parts as well as painting the clarifier's domed roof. Brad stated what we have budgeted this year is less than what the accepted bid came in at, however, when we originally inspected the clarifier it was determined that a lot more extensive repairs needed to be done. Anytime we come across something like this, we can either defer current project to the following year and re-budget or we can review other budgeted projects and re-allocate funds and defer that project to next year. He stated that this project will not put us over budget for the fiscal year.

C. (Action) Consideration for Approval the Proposal from Monroe Truck Equipment to Supply and Install Snow and Ice Control Equipment on the New Plow Truck Cab and Chassis (Pgs. 45–47)

Brad Fink: Included in the FY2017/18 budget is the replacement of a heavy-duty dump truck body plow truck. At the August 8, 2017 Village Board meeting, the Board authorized the purchase of a heavy-duty truck cab and chassis through the State of Illinois Joint Purchasing Contract. The State's Joint Purchasing Contract does not allow the flexibility to provide the Village’s specified standardized equipment. Upon delivery, the cab and chassis will need to be outfitted with a dump body, Snowplow, wing plow and salt spreading equipment by another vendor.

D. (Action) Approval of an Agreement with Hey & Associates to Perform Certified Wetlands Specialist Services on a Time and Material Basis and Approval to Petition Lake County SMC for Isolated Wetland Certification (Pgs. 48-51)

Bill Rickert: The Village is currently certified to enforce the stormwater portion of the watershed development ordinance. There are two levels of certification. There is complete certification and then there is the certification which the Village has now which is just for the stormwater portion. Every five years Villages have to apply for recertification. He is recommending that the Village petition for full certification. This will give the Village more control over enforcing the ordinance.

11. Mayor's Report

The Special Census workers have completed their task in Liberty Lakes East. Preliminary numbers are looking more favorable than expected with over 620 residents and approximately 170 homes. We should have final numbers within 60-90 days. This should bring the village approximately $50,00060,000 annually. This past weekend was busy in town with the Holiday Walk and great weather. He thanked all who were involved. He also mentioned, "Shop with a Cop' which was another great success. Thank you Chief Wermes, staff and all the volunteers. He also thanked Middleton's, the Park District and the Township. Congratulations to Sgt. Gallivan on receiving Award of Valor today from ISPA in Chicago. It was a nice event and just another shining star for our Police Department.

Committee Reports & Trustee Comments:

Trustee Starkey

The Village Plan Commission (ZBA) has a Public Hearing tomorrow evening at 7:00 PM to discuss a Zoning Map Amendment at 1220 Rand Road. There is an Economic Development Committee Meeting next Tuesday, December 12" at 5:30 PM. She stated she was honored to attend the Senior Club Holiday Luncheon today to represent the Village and spread good cheer to those in attendance. She discussed the level of Bangs Lake which seems higher than usual for this time of year. Although all the bars are out and the water is flowing, if the water freezes before the water level returns to normal, she is concerned for flooding in the early spring. She would like for the Village to consider a flow analysis and possible engineering study of the Bangs Lake drain as we start thinking about projects for next Fiscal Year. The FBLA Area Conference is Sunday, January 28" from 7:30 AM to 12:00 PM and they are in need of volunteers to judge and fill other roles. She also thanked all the staff and volunteers who have assisted with the many Holiday events over the past few weeks:

•Shop with A Cop

These events highlight our village, benefit the local economy and serve to reinforce the community spirit that makes Wauconda such a great place.

Trustee Arnswald

There was a Village Services committee meeting tonight and their main focus was the 9/11 Memorial storyboards. They completed the wording and a big thank you to Trustee Howe and Brad Fink for doing the legwork. They got everything hammered out and will be getting pricing for the boards and hopefully they will be installed next spring. Great job by all involved in the Holiday Walk. He also offered his congratulations to Sgt. Gallivan.

Trustee Black

He congratulated Sgt. Gallivan and said nicely done. He also commended the "Shop with a Cop' event. Thank you one and all for the effort in the Holiday Walk. The weather was great as well as the turn-out. There will be a Natural Resources committee meeting on 12/19 at 5:30 at the Village.

Trustee Howe

Congratulations to Sgt. Gallivan. It was an honor to be present at the event and he cannot say enough about how well-respected our Police Department is and the great accomplishments we see you guys making all the time most recently being “Shop with a Cop'. He also wanted to thank the folks at Middleton's for stepping up and offering a free breakfast for everyone at the event. He offered his congratulations to the folks at Precision Screw Products and their milestone anniversary. He also stated if you have driven by Barrington Rd. and 176, you will notice that the pylons are done and hopefully this week the Village sign will be installed. There then will be some software testing, training and then hopefully "lights on' in the next couple of weeks.

Trustee Schlick

Congratulations to Sgt. Gallivan. It was an excellent event and he was so proud to attend. Holiday Walk and Shop with a Cop, again, it’s what Wauconda does best. He stated he was extremely happy with the results of the Village Services committee meeting tonight. They are finally headed in the right direction and he thinks everyone is going to be proud of where we end up. It will be a great memorial.

Trustee Morino

He offered his thanks to the Chief. Your department excels every time we come up here. Thank you for your leadership and he is so impressed with the award that Sgt. Gallivan has earned. The community relations that you guys do is fantastic.
