1. Call To Order

Mayor Knight called the Regular Village Board Meeting to order in the Village Hall at 7:00 pm.

2. Pledge Of Allegiance

The Pledge of Allegiance was led by Boy Scout Troop 90.

3. Roll Call

Upon roll call by Clerk Falk-Novak, the following Trustees were present: Trustees Starkey, Arnswald, Black, Howe, Morino, Schlick.

The Budget Workshop was held a few weeks ago where the draft FY 2018/19 Budget was presented and reviewed. A few changes were made in the final version that was included in the board’s agenda packet.

Chris Esvang:

As of today, letters were handed out to all business except for The Relationship Center, Vitality, and the Chocolate Shop. Letters will be hand delivered to these businesses. There has been no feedback from the business and on the positive side, Whippletree, Tremonte’s Barber Shop, and John’s Automotive stated they liked the idea of the letter and appreciated that they were notified in advance.

D. (Action) Consideration to Award a Contract to Manusos General Contracting Inc. for the Wastewater Treatment Plant Sand Filter Building Improvements (Pg. 106)

Brad Fink:

The Village has two sand filters that are contained in a 2500 square foot building that was constructed in the mid-80’s. The roof is badly deteriorated and last year $65,000 was budgeted for the repair of the roof, however, once a thorough analysis was completed by our engineers, it was determined that the damage was far more extensive and the estimates came in at $175,000. As a result, this project was not completed and deferred to this year. This was sent out to bid and two bids came in. The lowest bid was made by Manusos in the amount of $138,000. Trustee Howe asked why there was such a difference between the bid and the estimate and Brad explained Manusos is already on site and already working in the Village.

11. Mayor’s Report

The Mayor thanked all who are stepping up once again with regards to tonight’s appointments for our Village Committees. We couldn’t do the job we do without these people stepping up and it is appreciated. Last week he attended CLCJAWA’s board meeting and there will be a special meeting held next month. Bids have been opened for the next phase and the Board wants to proceed so that time is not lost on the West Group’s timeframe. He also attended the Tri-County Access Project meeting that is hosted by the Tollway Authority and IDOT. This is a stakeholders group and this was their second meeting of many to come. Many cities and villages, as well as other entities, were in attendance to discuss transportation needs in their communities.

12. Committee Reports & Trustee Comments

Trustee Starkey-

The Economic Development Committee will have a meeting next week Tuesday, May 8th at 5:30 PM. There will be lots of good items on the agenda including the continuation of the Phil’s Beach discussion. She thanked the staff for all their hard work on the FY2018/19 budget and mentioned it was very easy to understand. She also stated she liked the recent snapshot of the budget vs actual that they recently received and asked if this could be provided to the board on a quarterly or even monthly basis. It is Small Business Week and all the small businesses in our community are such an important part of our local economy so she asked that residents be sure to shop, dine and explore Wauconda. She thanked all who helped clean up our adopted highway, Route 12 and for all their hard work.

Trustee Arnswald-

They held a Village Services meeting tonight and he thanked Brad for putting the finishing touches on the 9/11 Memorial Story Boards and he mentioned that they should be completed soon. The second topic that was discussed was the Village’s street sweeper options. He thanked Kevin and Brad for compiling the data that was presented at the meeting. They had a great discussion which included a lot of comments and questions. There will be another Village Services Meeting in May to further discuss this topic.

Trustee Black-

Trustee Black discussed the “Waste Management at Your Door” recent statistics that were distributed. For 2017 Waste Management made 129 stops in Wauconda for this program.

• 6% were chemical

• 66% was electronics (TV’s 21 inches and up represented 6500 pounds)

• 26% was non-classified

• 1.56% universal

• After all that was brought in, 92% was recyclable

• Out of 16,900 pounds that were collected, 15,554 was recyclable

With regards to the recent roadside clean-up, he thanked Alise for setting it up and also thanked Public Works Joe for assisting that day. The clean-up crew filled 65 bags with an average of 25 pounds per bag for a total of 1,625 pounds. All of this garbage was picked up in less than one mile of Route 12. He thanked the 14 people who participated in this clean-up. The District #118 Reuse a Shoe contest is over and he was proud to announce that Wauconda Grade School has won back to back years. He mentioned that in the past, they take the number of shoes brought in and divide by the number of students so it is fair and they have never had a school bring in more than.75 per student. The Wauconda Grade School brought in 1.25 shoes per student for a total of 750 shoes, with 2014 shoes collected overall. This total was just shy of the all-time record of 2,050. This contest brought in roughly 1/3 of all shoes which are normally collected in a full year. He thanked Cristina Brannick, Brad, Public Works and especially Mark Knigge who picked 811 shoes the first day by himself and delivered to Public Works. He thanked all involved along with United Partnership as this was their idea, to begin with.

Trustee Howe

There was a License and Admin Committee meeting and they moved forward their plan to have GovHR look at helping us out with a new policies and procedures manual for the non-union Village employees. They feel this is a much better way to handle this as GovHR has the expertise in this field. They are also putting the finishing touches on an ordinance that will give our Police Department a better edge in monitoring actives at massage parlors. We have businesses that provide massage services that do a great job, are professional and are properly licensed, however, there are a couple where there have been incidents and we need to make it easier for our Police Department to monitor and investigate in an effort to keep our community safe.

Trustee Schlick-

There were great discussions at the Village Services Committee meeting. He is looking forward to the upcoming meetings.

Trustee Morino-

He mentioned the upcoming triathlon season and something new that the Wauconda Park District is participating in is the Tri-County Tri-Series. This is an opportunity for both those people who would like to participate and those who would like to volunteer. The first event will take place in McHenry County on Sunday, June 3, 2018, which is the Sprint Triathlon in Fox Lake then on June 24, 2018, the Cook County Twin Lakes Triathlon in Palatine and then finishing up in Wauconda representing Lake County with the Sprint or Olympic Distance Triathlon on July 22, 2018.
