Here is the minutes provided by the council:

The City of Park City held its regular Council meeting at City Hall, 3355 Belvidere Road, Park City, Illinois. Mayor Steve Pannell called the meeting to order at 7:00 pm

RECITED PLEDGE OF ALLEGIANCE

CALL TO ORDER – Mayor Pannell

ROLL CALL – City Clerk Dirzo

Present: Aldermen Telle, Dennis, Ortega, Bibian, Hart, Eaker

In Attendance: Mayor Steve Pannell, City Clerk Dirzo, City Attorney Peter Karlovics, City Engineer Ken Magnus

Absent: Police Chief Holderbaum

OPEN TO THE PUBLIC:

No public comment

Motioned by Alderman Dennis and seconded by Alderman Hart to Approve Consideration of the Consent Agenda by Omnibus Vote, items A through B: Ayes: 6 Aldermen: Telle, Dennis, Ortega, Bibian, Hart, Eaker

Nays: 0

A. Approval of Regular Council Meeting Minutes — March 4th, 2021 B. Reading and Approval of Bills Payable – March 18th , 2021

It was motioned by Alderman Bibian and seconded by Alderman Dennis to approve items A through B of the Consent Agenda.

Ayes: 6 Aldermen: Telle, Dennis, Ortega, Bibian, Hart, Eaker

Nays: 0

NEW BUSINESS:

A. Discussion and Consideration for Approval Authorizing the hiring of Sigifredo Olaguez as a Full Time Officer with the City of Park City Police Department. Per Mayor Pannell – this cannot be voted on at tonight’s meeting. The position must be declared opened.

It was motioned by Alderman Bibian and seconded by Alderman Eaker to declare the position of Full Time Police officer open for one(1) position of patrolman to allow the police commission to make an appointment.

Ayes: 6 Aldermen: Telle, Dennis, Ortega, Bibian, Hart, Eaker

COMMITTEE REPORTS

A. WATER AND SEWER COMMITTEE – CHAIRMAN DENNIS A. PROJECT UPDATES

B. LICENSE AND FINANCE COMMITTEE – CHAIRMAN BIBIAN A. PROVIDED REMINDER THAT IF ANY BILLS PAYABLE QUESTIONS DISCUSSION IS TO BE HAD DURING BILLS PAYBEL REVIEW NOTICE MUST BE PROVIDED.

C. PARKS AND RECREATION – LIAISON – ALDERWOMAN ORTEGA A. PAM FROM GURNEE COMMUNITY CHURCH REACHED OUT IN REGARDS TO HOSTING HARVEST FEST THIS YEAR – UNDECIDED AS OF NOW, UNTIL MORE UPDATES ARE PROVIDED REGARDING COVID SAFETY

STAFF, OFFICERS, AND COUNCIL MEMBERS COMMENTS:

A. POLICE CHIEF – WALTER HOLDERBAUM – ABSENT

B. ENGINEER – KENNETH MAGNUS

i. Work on Knight Ave due to begin on April 1st, 2021

C. BUILDING DEPARTMENT & PUBLIC WORKS – MAYOR PANNELL – NO REPORT

D. CITY ATTORNEY – PETER KARLOVICS

i. Updates on the Zoning Board of Appeals hearing for zoning of commercial property – from C1 to C5. Tentative date for hearing is April 22.

ii. Donations from hearings should start to come in, possibility of two donations to be attributed to Parks & Recs account.

E. ALDERMEN

ALDERMAN BIBIAN: Issues with draining/sump pump at private residence were reviewed with Utilities Inspector and it was determined issue was not caused by the City. It was suggested that current Building Inspector write a letter to neighboring residents creating draining issues; Bibian also informed council of electrical cables on Greenleaf hanging low – possible electric line.

ALDERMAN DENNIS: Issues with culvert will go over with Rosel and Bibian to view issues before contacting contractor for repairs.

F. CITY CLERK – NO REPORT

G. CITY TREASURER – NOT PRESENT

MAYOR’S REPORTS AND APPOINTMENTS: All appointments are for 1 year unless stated otherwise.

Mayor Pannell noted that next week’s Bill’s Payable will reflect a bill from Brogans as new shirts were needed for Alderwoman Hart as she is expecting a baby.

It was motioned by Alderman Bibian and Seconded by Alderman Hart to Adjourn the Regular Council Meeting at 7:26PM
