Village of Island Lake Board of Trustees met Oct. 14.

Here are the minutes provided by the board:

1. Call to Order at 7:00 p.m. by Clerk Cooper

2. Roll Call Present: Trustees Chuck Cermak, Thadd Lewis, Dan Powell, Stacey Pyne and Will Ziegler. Absent: none. Also present: Clerk Georgine Cooper, Attorney David McArdle, Treasurer Dennis Murray, Chief Dan Palmer, Public Works Director Chris Carlsen, Water Superintendent Patrick Stewart, Planning and Zoning Chair Joe Zeinz

Motion to appoint Trustee Cermak Mayor Pro tempore for the meeting by Trustee Powell, Second by Trustee Ziegler

Ayes: Trustees Cermak, Lewis, Powell, Pyne and Ziegler. Nays: none. Motion carried. 

3. Pledge of Allegiance led by Mayor Pro tempore Cermak

4. Corrosion Illinois Network presentation on joining the network, Todd Dotson ICN and Rick Leber, Robinson Engineering

Todd Dotson and Rick Leber explained that joining the Corrosion Illinois Network (CIN) would be no cost to the Village; commitment of 10 years for the asset protection plan; no cost for assessment of water towers; 10-year critical roadmap created; provides advantages for registered/certified contractors; network contractors must be used for projects. CIN received a grant for workforce development but need a pathway for the work to be done. Robinson Engineering repainted the water tower on the Village Hall grounds. Todd Dotson: “Think of it as preventative maintenance. We are a true concierge service.” Next phase is to get investors to provide money to loan to communities. All rural communities in the U.S. have similar problems. CIN will send updated sample agreement. Water Superintendent Steward: 2017 and 2019 inspections were done of Fox RiverShores tower. We plan to paint that in the spring. They also provide free training for our operators.

Attorney McArdle: Free inspection heads off problems before they are severe, instead of after they are serious and noticeable. What happens if contractors/engineers “abandon ship”? If we have faith in engineers and contractors, it’s a good deal. Response: They will provide the list. Powell: How much are engineering firms paying to join? Response: Grants to fund the workforce development program.

Item will be added to the 10/28/2021 Agenda.

5. Public Comment included: Question about certified contractor: Are all the laborers certified as well? What preventative engineering are they doing to help buildup of hydrochloric acid/vent fumes?

7. Consent Agenda

a. Approve payment of bills totaling $ 375,851.52

c. Authorize Mayor to sign Acceptance of Assignment of Melrose Pyrotechnics 2022 Fireworks Contract to Pyrotecnico Fireworks, Inc.

Motion to approve the Consent Agenda as presented by Trustee Powell, Second by Trustee Lewis

Question: Trustee Powell asked if Melrose Pyrotechnics was selling to another company. Response: In the same way we approved transfer of Prairieland to GFL, we are approving transferring contract to buyer of Melrose Pyrotechnics; fireworks display will be as contracted with Melrose. Ayes: Trustees Cermak, Lewis, Powell, Pyne and Ziegler. Nays: none. Motion carried.

OLD BUSINESS Question by Trustee Pyne about Matthews Middle School sign. Trustee Ziegler: Since the school is so far set back, children are no longer present; we propose to remove the 20mph limit and have the speed limit at 35mph instead of 20mph. This will enable ILPD to enforce it. The 45 mph signs will stay. It will take approximately a month to accomplish it.

NEW BUSINESS

8. Authorize Mayor to sign proposal with George Roach & Associates for the 2020 – 2021 Fiscal Year Audit for an amount not to exceed $18,000.

Discussion: Dennis Murray: We tried to find a number of firms and no one was available. We met with GRA; budget estimate was $19,000.

Motion to authorize Mayor to sign proposal with George Roach & Associates for the 2020 – 2021 Fiscal Year Audit for an amount not to exceed $18,000 by Trustee Ziegler, Second by Trustee Powell Ayes: Trustees Cermak, Lewis, Powell, Pyne and Ziegler. Nays: none. Motion carried.

9. Discussion and approval of October 22, 2021 Illinois Department of Natural Resources Carp Kill

Discussion: Trustee Pyne: We are calling it a carp removal. Asked Trevor Mock of the Parks and Lake Commission. Andy of IDNR did it 4 years ago. They shock the lake and pull out the invasive carp. We don’t need an IGA; they already oversee lake. We’ll do a fish study, then have a fish stocking plan. No cost to this; it’s a DNR service. Shocking reaches 3 foot level. Dumpster and backhoe needed

Motion to approve the 10/22/2021 IDNR carp removal by Trustee Powell, Second by Trustee Pyne Ayes: Trustees Cermak, Lewis, Powell, Pyne and Ziegler. Nays: none. Motion carried.

10. Mayor Comments [absent] Cermak: Groundbreaking for Dollar General to come soon.

11. Trustee and Staff Comments included:

Trustee Cermak: Praised Director Carlsen on basketball court work. Trustee Lewis: Thanked volunteers for Big Island cleanup; trunk-or-treat at Island Café was successful; officers and staff are wearing Breast Cancer support patches. Trustee Powell; Thanked volunteers from businesses, township and county; thanked the planners. Trustee Pyne: Consensus to honor Mary Schuman with a bench at the Victory Garden; Mary coordinated the Victory Garden for 10 years.

Public Works Director Carlsen: Golden Oaks visit was productive; need to look further upstream for issues; new lights in Water Tower Park are in progress; boiler maintenance accomplished; paving begins Wednesday; coordinating with water improvements; will have an easement agreement with county for roundabout work; working on preventative maintenance for street lighting; need to work on holiday lighting; need the mechanic’s lift for Public Works—safer and more efficient; is in budget. Chair Zeinz: Will review Comprehensive Plan.

12. Public Comment included: Resident Public nuisance in my neighborhood; neighbor built a restroom facility on the back wall of the property; called authorities who said they must see it. Chief responded that a citizens can file a complaint. People are building out of code; are we hiring new building official? Response: Yes. Asked about number of vehicles allowed in driveway; asked for a no parking zone on Eastway on blind corner at entrance of Fairfield on blind corner with obstructed view. Chief will look into regulations.

Motion to adjourn by Trustee Powell, Second by Trustee Ziegler.

Ayes: Trustees Cermak, Lewis, Powell, Pyne and Ziegler. Nays: none. Motion carried at 8:02 p.m.
