Lake County Reapportionment Committee met Nov. 17.

Here are the minutes provided by the committee:

1. Call to Order

Chair Hart called the meeting to order at 1:00 p.m.

2. Pledge of Allegiance

Chair Hart led the Pledge of Allegiance.

3. Roll Call of Members

Chair Hart expressed her gratitude for the Lake County GIS team.

CONSENT AGENDA (Items 8.1-8.2)

8.1 21-1824

Minutes for September 27, 2021.

A motion was made by Vice Chair Cunningham, seconded by Member Clark, that the Consent Agenda be approved. Motion carried by the following roll call vote:

Aye: 7 - Member Clark, Vice Chair Cunningham, Member Danforth, Chair Hart, Member Kyle, Member Pedersen and Member Vealitzek

Minutes from October 1, 2021.

A motion was made by Vice Chair Cunningham, seconded by Member Clark, that the Consent Agenda be approved. Motion carried by the following roll call vote:

Aye: 7 - Member Clark, Vice Chair Cunningham, Member Danforth, Chair Hart, Member Kyle, Member Pedersen and Member Vealitzek

REGULAR AGENDA

8.3 21-1826

Action to approve the proposed reapportionment map for public comment. Chair Hart gave a brief overview of the 2011 and 2021 reapportionment processes.

Chair Hart gave an overview of proposed new district boundaries, noting that the map reflects input from the public and special interest groups. Chair Hart thanked the GIS and Communications teams for their hard work.

Chair Hart noted, if approved, the map will go live on the Lake County website for viewing and public comment at www.lakecountyil.gov/reapportionmentmap from November 17 through November 24. Chair Hart also announced that a phone number (847-377-2550) has been established for reapportionment public comment. A summary of the public comments will be provided to the Reapportionment Committee for review at the next meeting.

Chair Hart explained that a physical copy of the proposed map will be placed in the lobby of the County building in Waukegan, along with an interactive kiosk. Chair Hart further explained that large copies of the proposed map will also be available to view at the Lake County Central Permitting Facility and Forest Preserves District Office building.

Discussion ensued.

Public comment was provided by President Eleanor Sweet McDonnell (Village of North Barrington), Judy Martini (former County Board Member), and Michael Leone. The subjects of the public comment concerned the proposed map and public comment period.

A motion was made by Chair Hart, seconded by Vice Chair Cunningham, that this committee action item be approved. Motion carried by the following roll call vote:

Aye: 6 - Member Clark, Vice Chair Cunningham, Chair Hart, Member Kyle, Member Pedersen and Member Vealitzek

Nay: 1 - Member Danforth

8.4 21-1829

Discussion regarding Public Comment Period.

9. County Administrator's Report

There was no County Administrator's Report.

10. Executive Session

The Committee did not enter into Executive Session.

11. Members' Remarks

There were no Members' Remarks.

12. Adjournment

Chair Hart adjourned the meeting at 2:01 p.m.
