City of North Chicago City Council met Jan. 16.

The City Council of North Chicago met in a Regular Council meeting, Tuesday, January 16, 2024, at 6:03 p.m. in the City Council Chambers at 1850 Lewis Avenue with Temporary Chairman Alderman Bobby  Allen presiding.

In the absence of the Mayor, City Clerk Lori L. Collins made Roll Call.  

Upon roll call being taken, the following members were present: 

Present: Jackson, Allen, Murphy, January 

Absent: Coleman, Evans, Smith 

Alderman January moved, seconded by Alderman Jackson to allow Alderman Allen as Temporary Chair due to the absence of the Mayor. 

ROLL CALL: 

Ayes: Jackson, Allen, Murphy, January 

Nays: None 

Absent: Coleman, Evans, Smith 

MOTION CARRIED 

Alderman January moved, seconded by Alderman Jackson to allow remote participation for Alderman Coleman due to business. 

Alderman Smith entered the Council Chambers at 6:06 p.m.

V. OMNIBUS VOTE AGENDA 

5-1 Approval of Minutes for Regular Council Meeting, January 2, 2024 

Alderman Murphy moved, seconded by Alderman Jackson to approve the Omnibus Vote Agenda as presented.

Nays: January 

Absent: Evans

VII. REGULAR AGENDA 

7-1 CONSIDERATION/APPROVAL OF RESOLUTION ESTABLISHING THE ANNUAL 2024 MEETING CALENDAR 

Alderman Jackson moved, seconded by Alderman Murphy to approve the Resolution Establishing the Annual 2024 Meeting Calendar. 

ROLL CALL: 

Ayes: Jackson, Coleman (RP), Allen, Smith, Murphy, January 

Nays: None 

Absent: Evans 

MOTION CARRIED 

7-2 CONSIDERATION/APPROVAL OF RESOLUTION HONORING LEPOLEON SWOPES 

Alderman Murphy moved, seconded by Alderman Jackson to approve the Resolution  Honoring Lepoleon Swopes.

Nays: None 

Absent: Evans

7-3 CONSIDERATION /APPROVAL OF CITY BILLS 

General Fund                                 $ 287,448.11 

General Grants Fund                     $ 103,104.00 

Motor Fuel Tax Fund                          $ 4,122.48 

Capital Projects Fund                        $ 1,724.00 

Water, Sewer & Refuse Fund        $ 425,901.79 

Retiree Premium Fund                         $ 641.50 

Library Fund                                         $ 119.00 

                                                      $ 823,060.88 

Alderman Murphy moved, seconded by Alderman Smith to pay the City Bills of Council Run 1/16/24 in the amount of $823,060.88 when funds available. 

Alderman January asked if enough funds for the City Bills and the amount in the Water Fund; Comptroller Tawanda Joyner acknowledged the General Fund amount was $32,438,725.05 in  the Water Fund was $8,257,854.72 at the end of the business day Thursday; checks would be  mailed the following day.

VIII. MISCELLANEOUS 

VARIOUS QUESTIONS/COMMENTS 

Alderman January explained her husband had arrived home from the hospital and appreciated the  prayers. 

Alderman Smith announced his birthday celebration and invited all to the event located at 2300 MLK Dr.; January 20th at 6:00. It was a 70’s themed event. 

IX. EXECUTIVE SESSION 

9-1 Executive Session 5 ILCS 120 2 (c)(12) – Establishment of Reserves or Settlement of Claims 

Alderman January moved, seconded by Alderman Murphy to suspend the Regular Order of Business, and enter Executive Session under 5 ILCS 120 2 (c)(12) at 6:14 p.m.

Ayes: Jackson, Coleman (RP), Allen, Smith, Murphy, January 

Nays: None 

Absent: Evans 

MOTION CARRIED 

Alderman Smith moved seconded by Alderman Murphy to Resume the Regular Order of Business at 6:34 p.m.

X. ADJOURNMENT 

There being no further business to come before the Council; a motion was made by Alderman January, seconded by Alderman Murphy that the meeting stand adjourned. 

MOTION CARRIED BY VOICE VOTE 

Alderman Evans was absent. 

The Council Meeting adjourned at 6:38 p.m.
