Joint resolution authorizing a line-item transfer within the Sheriff’s Department budget for the temporary housing of inmates in McHenry County in the amount of $1,680,454.27.

•  On December 29, 2023, a contract was executed by Sheriff Robb Tadelman of McHenry County, and Sheriff John Idleburg of Lake County for the temporary housing of prisoners.

•  McHenry County Sheriff will accept up to 150 male prisoners daily at a rate of $100 per day. The $100 per day cost provides for the housing of prisoners, transport of prisoners, feeding prisoners and providing clothing and medical care for prisoners.

•  The Sheriff’s Office prepared and presented the following line-item transfers to pay for the first three months of the contract.

o $1,525,000 from 101-3007010-51140 (corrections overtime).

o $110,170.69 from 101-3007010-61080 (inmate meals).

o $34,629.38 from 101-3007010-71330 (ADP reduction, jail medical).

o $10,654.20 from 101-3007010-63020 (inmate consumables).

•  The Finance Department has confirmed that funding is available in each account.

•  Lake County Sheriff’s Office will bring forward additional line-item transfers to the Law and Judicial Committee and Finance and Administrative Committee quarterly.

Joint resolution ratifying an emergency procurement authorized by the Lake County Sheriff’s Office with Streicher’s-Milwaukee of Plymouth, Minnesota for the replacement of sixty ballistic plates in the amount of $38,430.

•  The Lake County Sheriff’s Office (LCSO) was notified by Homeland Security Investigations in conjunction with the Ohio Bureau of Criminal Investigations that hundreds of law enforcement agencies who have ordered ballistic protection from Shot Stop Ballistics and Vallmar may have purchased imported ballistic protection from China that does not meet or has not been tested to the National Institute of Justice (NIJ) ballistic testing standards. Purchases between 2019 through 2023 were part of this notification.

•  Since 2019, LCSO has purchased sixty ballistic plates for the LCSO TRT unit.

•  Based on the information provided by Homeland Security Investigations, LCSO removed these sixty ballistic plates from service and requested ordering replacements to be put back in service.

•  In accordance with Section 33.067 of the Lake County Purchasing Ordinance, LCSO declared that an emergency existed and to address the emergency the Purchasing Agent issued a purchase order to Streicher’s-Milwaukee for the replacement of sixty ballistic plates.

•  The cost of the procurement was $38,430, and this resolution seeks ratification of the emergency procurement.

Joint resolution accepting the State Criminal Alien Assistance Program (SCAAP) grant from the U.S. Department of Justice, Office of Justice Programs (OJP) and authorizing an emergency appropriation in the amount of $74,064.

•  In April 2023, the Sheriff’s Office applied for a State Criminal Alien Assistance Program (SCAAP) Grant with the U.S. Department of Justice, Office of Justice Programs. The grant allowed payment to be made to units of local government that have incurred certain types of cost due to undocumented aliens that have been convicted of at least one felony or two misdemeanors and who were incarcerated for at least four days between the reporting period of July 1, 2021, and June 30, 2022.

•  The Sheriff’s Office received notification on November 17, 2023, that it had been awarded $74,064 and that the Sheriff can inform the OJP where the grant funds will be spent. Grant funds can be used to defray the cost of construction, training/education, training for corrections officers, consultants, medical services, mental health services, vehicles, pre-release/re-entry programs, technology, workforce recruitment and retention of the jail workforce and disaster preparedness.

•  The Sheriff’s Office would like to use the grant funds for medical and mental health services for inmates in the Lake County Jail.

Joint resolution authorizing a two-year contract with Insight Public Sector SLED, Chandler, Arizona for the purchase of 15 Flock Safety Cameras for the Lake County Sheriff’s Office in the amount of $90,000 out of the Sheriff’s Asset Forfeiture Fund.

•  Flock safety cameras are solar powered cloud-based software systems shown to reduce crime by capturing objective evidence and delivering unbiased investigative leads to law enforcement.

•  Flock software identifies body type, make, color, license plate (partial, missing, or covered plates), temporary plates, license plate state and unique features like decals, bumper stickers and accessories that create a traceable vehicle fingerprint in real time.

•  A large percentage of crimes occur with vehicle involvement and obtaining a vehicle license plate is often the best evidence to assist in solving crimes.

License plates are open to plain view to anyone on the public roads and give officers the first investigative leads when vehicles involved in criminal activity pass through a Flock Camera.

•  Pursuant to Section 33.115 of the Lake County Purchasing Ordinance, Cooperative Purchasing, Lake County may participate in a cooperative purchasing agreement for the procurement of goods with one or more public procurement units in accordance with an agreement entered between the participants.

•  The Lake County Sheriff’s Office identified a joint purchasing contract with Flock through OMNIA Partners Cooperative Contract held by Insight Public Sector works contract number 23-692-03, to procure Flock Cameras that were competitively solicited and awarded.

•  The Sheriff’s Office is purchasing the cameras using its Sheriff Asset Forfeiture Fund for the first year’s payment in Fiscal Year 2024. The Sheriff intends to request the year 2 and subsequent years’ costs through its General Fund budget.

Joint resolution authorizing the application acceptance and emergency appropriation of a Fiscal Year (FY) 2023 Edward Byrne Memorial Justice Assistance Grant (JAG) in the amount of $4,500 for the purpose of enhancing the State’s Attorney’s Office’s capacity to provide community outreach, awareness, and education through virtual and remote activities.

•  Under this JAG program, the City of Waukegan, the City of Zion, the City of North Chicago and Lake County on behalf of the Lake County State’s Attorney’s Office, are eligible for a joint award of $52,625 in FY 2024 grant funds.

•  The potential allocation of the eligible funds is $4,500 to Lake County on behalf of the State’s Attorney’s Office, $28,190 to Waukegan, $10,916 to Zion and $9,019 to North Chicago.

•  The State’s Attorney’s Office will use the $4,500 for informational brochures and materials to distribute through community forums and training events, and social medial outreach, informing the Lake County community about LCSAO programs.

•  The source of program funding is 100 percent federal JAG; no match is required.

•  If funding for this program ends, and new funding is not secured, the program will be eliminated.

8.12 JAG Budget Appropriation

Joint resolution authorizing the acceptance and execution of a Justice Assistance Grant Violent Crime Reduction in Illinois Communities (JAG VCRIC) grant awarded by the Illinois Criminal Justice Information Authority (ICJIA) to the Lake County State’s Attorney’s Office for a domestic violence intensive treatment and diversion program for victims and offenders, including an emergency appropriation of $300,000 in federal funds, if awarded.

•  The Lake County State’s Attorney’s Office has applied for a Justice Assistance Grant Violent Crime Reduction in Illinois Communities (JAG VCRIC) grant through the Illinois Criminal Justice Information Authority (ICJIA).

•  The grant term begins October 1, 2023 and ends March 31, 2025.

•  The Domestic Violence Prevention Program (DVPP) was created as a partnership between the Lake County State’s Attorney’s Office (LCSAO) and the North Suburban Legal Aid Clinic (NSLAC). This program will address the high incidence of intimate partner violence (IPV) within Lake County.

•  The Lake County State’s Attorney’s Office will act as lead agency, and partner with the North Suburban Legal Aid Clinic (NSLAC) as subgrantee, to provide services such as an incentivized intensive treatment program for offenders and ongoing victim support like legal housing and immigration services.

•  These grant funds will offset existing positions previously funded in the Fiscal Year 2024 SAO budget. Despite having funding for the positions, LCSAO successfully applied for and was awarded grant funding.

8.13 Emergency Appropriation

Joint resolution authorizing the renewal of the State’s Attorney’s Office Prosecutor-Based Victim Assistance Program through a Victim of Crime Act (VOCA) grant awarded by the Illinois Criminal Justice Information Authority (ICJIA) to the Lake County State’s Attorney’s Office, including an emergency appropriation of $200,000 in federal funds.

•  This VOCA Prosecutor-Based Victim Assistance grant extension will enable continuation of this program that provides advocacy services to the currently under-served sexual assault, misdemeanor domestic violence, elder abuse, and aggravated battery victim populations.

•  The grant is administered through the ICJIA for the performance period of January 1, 2024 through December 31, 2024.

•  The Lake County State’s Attorney’s Office currently receives Victim of Crime Act grant funding from ICJIA to support two Victim Specialist positions in the office.

The Victim Specialist work with the victims throughout the criminal justice process by providing them with advocacy, on-going support and an understanding of the criminal court process.

•  The funding will be used to fund the salary and benefits for a Sexual Assault Victim Specialist and the salary and benefits for a full-time Domestic Violence Victim Specialist for the period of January 1, 2024 through December 31, 2024.

The salaries had been requested to be funded in the General Fund in Fiscal Year 2024 in the event the grant was not obtained. Therefore, no additional positions are required.

Joint resolution ratifying the purchase of Solacom 9-1-1 Guardian equipment and professional services from Comtech Solacom Technologies, Gatineau, Quebec, Canada, in an estimated total amount of $1,328,530 to support the Regional Operations Communications (ROC) Facility.

•  As part of the Public Safety Answering Point (PSAP) consolidation efforts, the PSAP Consolidation Committee supports continued use of the Solacom 9-1-1 system and the addition of an IP based PBX to be installed at the Regional

Operations and Communications Facility (ROC) supporting the 9-1-1 center, Emergency Management Agency, administrative areas and LakeComm operations.

•  The Emergency Telephone System Board (ETSB) currently uses the Solacom 9-1-1 System to successfully process 9-1-1 emergency calls.

•  ETSB identified a cooperative purchasing contract with Comtech Solacom Technologies, through Houston Galveston Area Council (HGAC) to procure and install the equipment that was competitively solicited and awarded.

•  Pursuant to Section 33.115 of the Lake County Purchasing Ordinance, Cooperative Joint Purchasing, Lake County may participate in a cooperative purchasing agreement for the procurement of goods with one or more public procurement units in accordance with an agreement entered between the participants.

•  ETSB submitted the request for approval at their recent board meeting on January 9, 2024.

•  Funding for this purchase is provided by ETSB.
