City of Highwood Committee of the Whole met April 2

Here are the minutes provided by the committee:

CALL TO ORDER by Mayor Pecaro at 6:04 P.M.

1. Roll Call

Present: Aldermen Levi, Slavin, Falberg, Peterson and Hospodarsky.

Absent: Alderman Fiore

Also Present: City Manager Coren, City Attorney Jablecki and Administrative Assistant Litjens

3. Review of Minutes to be Approved :

3.1. City Council: February 20, 2024

3.2. Committee of the Whole: February 20, 2024

3.3. City Council: March 19, 2024

3.4. Committee of the Whole: March 19, 2024

3.1 through 3.3 will be approved at the regular City Council meeting.

Item 3.4 will be approved with the amendment to strike the last two sentences from the minutes for agenda item 7.3.

5.1. 03/05/2024 AP Warrant List

5.2. 03/19/2024 AP Warrant List

5.3. 04/02/2024 AP Warrant List

5.1 through 5.3 will be approved at the regular City Council meeting.

7. New Business

7.1 Consideration of a Resolution Approving an ARC Application for a Wall Sign at Top Spa & Nails, Located at 110 Washington Avenue.

No action will be taken.

7.2 Consideration of a Resolution Approving an ARC Application for a Wall Sign at Chachua Mexican Restaurante, Located at 758 Sheridan Road.

This item will be approved as presented at the regular City Council meeting.

7.3 Consideration of a Resolution Approving an ARC Application for a Wall Sign at Lucky Bamboo Food, Located at 114 Washington Avenue.

This item will be approved conditionally upon the removal of “Catering” to comply with section 10-3-6-7- B1a of the Appearance Review Code,

7.4 Consideration of a Resolution Approving an ARC Application for a Wall Sign at Private Fairway, Located at 772 Sheridan Road.

This item will be approved as presented at the regular City Council meeting.

7.5 Consideration of a Resolution Approving an ARC Application for Five (5) Awning Signs, Ten (10) Goose Neck Lighting Fixtures and Other Design Elements for Ami Jerusalem Kitchen, Located at 148 Green Bay Road.

This item will be approved as presented at the regular City Council meeting.

7.6 A Discussion on the February 2024 Treasurer’s Report.

Staff presented the February 2024 Treasurer's Report.

7.7 Consideration of an Ordinance Amending the Comprehensive Fee Schedule to Increase the Water Rate to $5.38.

This item will be approved at the regular City Council meeting.

7.8 A Discussion on a First Amended and Restated Right of Reversion, Memorandum of Understanding and Easement Agreement.

Staff and Council discussed MOU and Easement Agreement.

8. Executive Session (If Necessary)

9. Any Action Necessary Coming Out of Executive Session

10. Adjournment moved by Alderman Levi and seconded by Alderman Slavin to adjourn the meeting. All present voting aye, by voice vote, motion carried. Mayor Pecaro adjourned the meeting at 7:20 P.M.
