City of North Chicago Committee of the Whole met Feb. 16

Here are the minutes provided by the committee:

Mayor Leon Rockingham, Jr., called the meeting to order.

ROLL CALL:

Present: Jackson, Evans, Allen, Wray, Murphy, Brooks

Absent: Coleman

1. DISCUSSION OF DEPARTMENT MONTHLY REPORTS:

➢ Engineer

➢ Finance Budget Report

➢ Fire

➢ Human Resources

➢ Police

➢ Public Works

➢ Treasurer – January

Alderman Allen emphasized that there was revenue was being collected for Home Rule Sales Tax and Casino proceeds. Treasurer Vance Wyatt explained that the Home Rule Sales Tax collected for December 2025 was $1.85 million and the casino was $617,000. Attorney Adam Simon explained that those monies were being collected so that taxes didn’t have to increase; the funds were earmarked for pensions.

2. DISCUSSION OF AN OPERATIONAL POLICY FOR CITIZENS RECOGNITION PROGRAM

Chief of Staff Greg explained the Citizens Recognition was to replace the honorary street naming program. Chief of Staff would present for approval at the following regular Council meeting

3. DISCUSSION OF AUTHORIZATION TO ADVERTISE FOR BIDS FOR MUNICIPAL FACILITIES ACCESS CONTROL SYSTEMS

Chief of Staff Greg explained there was funds from an Illinois DECCO grant, $113,000 and the proposed use install card access on City Hall, Police Department, Public Works and Water Department. The purpose was for detailed reporting on building access for Department Heads. The next set was to obtain bids

Alderman Allen moved, seconded by Alderman Wray that Committee of the Whole Committee

Meeting stand adjourned.

MOTION CARRIED BY VOICE VOTE

The meeting adjourned at 7:09 p.m.
