The Greater Round Lake FPD Firefighters Pension Fund was ranked 530th for underfunding among Illinois police and fire pension systems in 2024, the Illinois Department of Insurance (IDOI) reported.
Operating under the City pension system structure in Illinois, the fund showed $38,254,184 in total pension liabilities and reported an actuarial value of $33,893,782 in assets.
This led to a funding ratio of 88.6%, which indicates an 11.4% shortfall in assets needed to fully pay for promised retirement benefits.
This gap resulted in approximately $4,360,402 in unfunded liabilities for the pension system.
The Illinois Department of Insurance collects and releases pension data on all local police and fire funds, each of which is financially supported by residents of their respective municipalities.
As of 2024, the state included 300 fire and 363 police pension funds. While some cities manage both, others have only one.In 2024, 64 municipalities did not report any police or fire pension debt and therefore were left out of the underfunded ranking.
Police and fire pension responsibilities, commonly labeled as “pension benefits,” are considered deferred compensation. Municipal leaders promise retirement pay to public safety staff, but sometimes adequate financial contributions from workers or taxpayers are not secured, leading to mounting municipal pension debt. This shifts financial obligations to future residents. Illinois towns support local pension systems through yearly payments, funded chiefly by property taxes, based on IDOI data.
On average, Illinois police and fire pension funds held a funding ratio of 65.1% in 2024, illustrating the breadth of funding shortfalls for these local retirement programs.
The lowest-funded system statewide was the Glencoe Firefighters Pension Fund, with a funding ratio of just 0.9%.
Conversely, Illinois’ most overfunded retirement program was the Savoy Firefighters Pension Fund, posting a 797.7% funding ratio and an actuarial asset value of $149,803—well above its obligations.
Statewide pension debt in Illinois grew by $1.5 billion in 2024, increasing to $143.7 billion per the Commission on Government Forecasting and Accountability. This was the third year in a row the total rose, placing the debt just below the 20-year peak of $144.2 billion set in 2020.
A State Department of Insurance Public Pension Division report indicated that Illinois’ suburban and downstate funds reported $12.1 billion in unfunded actuarial liabilities as of 2024, and a collective funding ratio of 49.18%. This leaves them with more than half of their promised benefits unsecured by assets.
In 2024, a study by the Equable Institute found Illinois had the highest percentage of its GDP assigned to unfunded pension obligations, nearly 20%.
The Illinois Policy Institute, identified as a nonpartisan think tank, says this has contributed to a rising taxpayer burden. According to the group, contributions from taxpayers to state pension plans increased from $614 million in fiscal year 1996 to $11.2 billion in fiscal year 2025.
