Resolution adopting a program design for a Lake County Green Business Program.

• The Lake County Lake County Green Business Program final design includes the following:

○ Promote a free online application for businesses located in Lake County to apply for certification to document sustainable features in facilities and equipment, sustainable procedures and practices conducted by employees, and future planning efforts to increase sustainability in operations; and

○ Host awarded businesses at County Board meetings in a recognition ceremony with opportunities for photos and delivery of a signed certificate from the current County Board Chair; and

○ Provide awarded businesses with a branding kit to promote their certification in email, newsletters, website, flyers, social media, and other means as appropriate; and

○ Allow the use of Lake County’s logo on promotional materials that state Lake County is the official organizer of this program.

Joint resolution authorizing an emergency appropriation of $155,159 in fees associated with the filing of the Meadowview Material Transfer Facility local siting application by Waste Management.

• On Friday, February 13, 2026, Waste Management filed its application for local siting approval for the Meadowview Material Transfer Facility, located adjacent to the Countryside Landfill at 31725 N. Route 83, Grayslake, Illinois.

• The County Board is the local siting authority under Section 39.2 of the Illinois Environmental Protection Act and Lake County Code §§ 50.46-50.53.

• The Lake County Board approved the Host Agreement with Lake County at its meeting on January 14, 2025; which stipulates in Section 14 (Application) that Waste Management shall pay for expenses for a pre-filing review and all costs reasonably related in any matter to the siting process pursuant to Section 39.2 of the Illinois Environmental Protection Act and Lake County Code §§ 50.46-50.53.

• This resolution authorizes an emergency appropriation of $155,159 to the County Administrator’s budget, which includes $150,000 in filing fees and $5,159 in reimbursement of legal fees for pre-filing review.
