The Lincolnshire-Riverwood FPD Firefighters Pension was ranked 543rd for underfunding among Illinois police and fire pension systems in 2024, Illinois Department of Insurance (IDOI) data shows.

Operating as part of the Fire Protection District pension structure in Illinois, the fund listed $60,639,863 in overall obligations, with an actuarial asset value of $54,742,213.

This puts its funding ratio at 90.3%, which indicates a 9.7% shortfall in actuarial assets required to support the fund’s promised retirement benefits.

The gap between secured assets and projected payouts resulted in an unfunded liability totaling about $5,897,650 for this pension system.

The Illinois Department of Insurance compiles and releases financial data on local police and fire pension systems, which are ultimately supported by each municipality’s residents.

As of 2024, the state tracked 300 fire and 363 police pension funds. Some municipalities maintain both, while others provide for just one kind.

There are municipalities that reported fully funded pensions. In 2024, 64 Illinois communities reported zero outstanding police or fire pension debt and did not appear in these rankings.

In Illinois, pension obligations for police officers and firefighters—termed “pension benefits”—are a form of deferred pay. Municipal officials pledge retirement payouts to first responders, though not all make contributions at levels sufficient to keep up with future obligations. If those gaps occur, pension debt accrues, passing financial risk onto future residents. Municipalities make annual fund contributions, largely drawn from property taxes, a process detailed in IDOI records.

A statewide average for Illinois police and fire pension funds showed a 65.1% funding ratio in 2024, pointing to broad underfunding issues seen among municipal public safety pension systems.

Glencoe Firefighters Pension Fund reported Illinois’ lowest funding, at only 0.9%.

The Savoy Firefighters Pension Fund had the strongest funding in the state, with a 797.7% ratio and $149,803 in assets for claims far below those resources.

An analysis by the Commission on Government Forecasting and Accountability found that Illinois’ overall pension debt climbed $1.5 billion in 2024, rising to $143.7 billion. This third-straight yearly increase pushes the debt just under its 20-year peak of $144.2 billion recorded in 2020.

The State Department of Insurance Public Pension Division reported that Illinois suburban and downstate pension plans carried $12.1 billion in unfunded actuarial obligations in 2024, with an overall funding ratio of 49.18%. This left them holding less than half the assets required for future benefits.

A 2024 Equable Institute analysis reported that nearly 20% of Illinois’ GDP was tied up in unfunded pension debt, the greatest share nationwide. 

Illinois Policy Institute, a nonpartisan research group, notes that this situation is steadily pushing up the taxpayer burden. The organization highlighted that annual taxpayer contributions to state pensions grew from $614 million in fiscal 1996 to $11.2 billion by fiscal 2025.
