Ogle County Ethics, Rules, Code of Conduct & Governance Committee met Dec. 9

Here are the minutes provided by the committee:

1. Chairman Huber called the meeting to order at 12:00 pm.

2. Roll Call: Corbitt, Heuer [remote], Janes, Oltmanns, Kenney, and Simms. Others Present: Larson, Coroner Cox, Public Health Administrator Spangler, County Clerk & Recorder Cook, Rebecca Duke, and Courtney Warren.

3. Chairman, Vice Chairman Opening Remarks: Huber states

4. Approval of Minutes: Motion by Kenney to approve November 12, 2025, minutes as presented and 2nd by Simms. Motion carries.

5. Public Comment: None.

6. Old Business:

a. Discussion of Voting Statistics: Cook explains that here in Ogle County we are following the guidelines from the State Board of Elections and the Election Code. We have not experienced any issues presented in this resolution from the Unite4Freedom group. The resolution is full of misinformation and does not align with the Election Code.

b. Progress Review of the Ogle County Code of Conduct: Simms states he sent the final version to everyone. He does not have a physical copy today. Motion by Corbitt to send to Executive Committee in January, 2nd by Janes. Motion carries.

c. Discussion of Resolution 2025-1104, Rules of Order, and Paragraph 25: Corbitt sent an email to Huber with the changes requested. She states it was reviewed by the State’s Attorney. The committee decides to make changes regarding the removal of someone from a committee due to too many absences. Corbitt will bring those changes forward next month to pass to Executive Committee.

d. Discussion and Consideration of Resolution 2022-0706 Ogle County Committee Guidelines to the Meeting Report Card: Huber would like to postpone this until next month when Heuer is back here in person. Heuer states she will have it ready to present then.

7. New Business: None

8. Closed Session: None

9. Open Session: None

10. For the Good of the Committee – Chairman, Vice-Chairman, and Members’ Comments: Huber wishes everyone a safe and Merry Christmas.

11. Chairman Huber thanked everyone for their work and adjourned the meeting at 12:29 pm until January 13, 2026.
