Ogle County Executive Committee met Dec. 9

Here are the minutes provided by the committee:

1. Call Meeting to Order: Chairman Larson calls the meeting to order at 5:14 P.M.

Present: Billeter, Fritz, Griffin, Reising, Kenney, Nordman, Janes, and Larson. Absent: Corbitt. Others Present: Youman, County Engineer Ciesiel, GIS Coordinator Gilbert, Rebecca Duke, and Courtney Warren.

2. Approval of Minutes: Motion by Janes to approve November 12 minutes, 2nd by Nordman. Motion carried.

3. Public Comment: Cook thanks Jeremy Ciesiel and the Highway Department for the extra work clearing show lately.

4. Reports of Committees

– Road and Bridge: 7 items

– HR & Risk Management: None

– Assessment, Planning & Zoning: 2 items

– S/Atty-Court Services-FOCUS House-Judiciary & Circuit Clerk-Public Defender: None

– Ethics & Governance: None

– County Facilities – County Security – IT: None

– Long Range Planning: Update

– H.E.W. Solids Waste & Veterans: 2 appointments for “708” Board, 1 appointment for Board of Health

– Finance & Insurance: Bond abatement

– Executive: None

– Agriculture: None

5. Old Business – Discussion and Action

a. IACBM Report – None

b. CIRMA Report – None

c. GREDCO Report {Kenney} – Kenney states they are closer to a data center. Also, Lee County has approved a solar farm in the southern part of the county.

d. HR Update – Larson reports annual enrollment is taking place this week and ends next Wednesday.

e. Constellation Update – None

f. FOP CBA – Larson reports the Coroner’s contract has been settled and there should be a rough draft tomorrow.

g. OCEDC – None

h. Monthly Department Directors Meeting – These meetings will resume shortly.

i. VACOC-OCB Relationship – There is a $1,000 discrepancy with their 3rd party administration health insurance charges. Larson states the attorneys need to look at this to advise how to move forward.

6. New Business – Discussion and Action

a. Bellwether LLC – There was a presentation in Finance today where it was agreed to move forward with the consulting firm.

b. Web accessibility compliance – Gilbert explains the compliance requirements to the committee.

c. Use of AI – Madison & Montgomery Counties – Larson explains these 2 counties have been restricting AI. He asks Gilbert if she thinks this is something we should be looking into as well. He will send her the information he has for next month.

d. County Clerk Resolutions – 2 resolutions

e. Presentation by Andy Shaw Blackhawk Hills RC – He will present next week.

7. Closed Session – None

8. Comments or Suggestions from Committee Members or Department Heads –

▪ Griffin reports the Oregon Chamber of Commerce has closed. There is a committee working on what the next steps might be.

▪ Larson asks what the committee would like to do with Rochelle property. All agree to get another appraisal and try to put it on the market.

9. With no further business, Chairman Larson adjourns the meeting until January 13, 2025, at 6:07 pm.
