Ogle County Human Resources and Risk Management Committee met Dec. 9 

Here are the minutes provided by the committee:

1. Call to Order & Roll Call: Call Meeting to Order: Chairperson Kenney calls the meeting to order at 9:01 a.m. Present: Huber, Corbitt, Simms, Williams, and Heuer [remote]. Absent: Reeverts. Others present: Larson, Gillis, Billeter, Interim HR Director Jacobs, Coroner Cox, GIS Coordinator Gilbert, Director of Court Services Bergstrom, Public Health Administrator Spangler, Treasurer O’Brien, County Engineer Jeremy Ciesiel, County Clerk & Recorder Cook, Rebecca Duke, John Finfrock, Arlene Sangmeister and Courtney Warren.

2. Approval of Minutes – Motion by Simms to approve November 12, 2025 minutes as presented and Corbitt seconds. Motion carries.

3. Approval of HR Bills / Department Claims: HR Bills total $897.06, Motion to approve by Corbitt, 2nd by Williams. Motion carries.

4. Public Comment: County Clerk Laura Cook addresses the committee regarding her issue with the County Board report cards. She states that some things that have historically not been reported on report cards are now being reported. She clarifies phone calls and extra trips to the courthouse or meetings with Department Heads are not the same as extra meetings.

5. New Business:

• Recommendation of Proposed Salaries of Elected Officials:

Motion by Simms to keep the fee schedule for elected officials as it stands, Corbitt seconds. Simms and Corbitt agree that current salaries are in comparison to other counties of similar size. Heuer recommends keeping salaries the same but no increases for the next 4 years due to the financial situation the County will be facing. She also mentions that not all elected officials are on the same schedule and increases need to be included in the motion. Cook states there is plenty of time to discuss this, as long as it’s passed by May. Williams would like more information before moving forward with this motion.

Motion by Simms to withdraw previous motion, 2nd by Corbitt. Motion carries.

Motion by Williams to postpone this until more information is presented, 2nd by Huber. Motion carries.

• Interim HR Directors Job Description: Larson passes out the job description for the Interim HR Director. He was not sure it was included with the resolution last month.

• FOIA Posting Requirements: Bergstrom reports the FOIA Posting law is changing starting January 1. She gives the committee the posting requirements.

• Vacation Issues: Kenney explains that there have been a couple of unintended vacation payouts. The Department Heads express some of their concerns about the vacation time. Kenney states lawyers are looking into it now, so there is more information to come.

6. Old Business:

• Emergency Action Plan: Huber states this should be wrapped up next month.

• Discuss County Board Report Cards: The committee would like to send this to Ethics for more clarification on what constitutes a meeting.

7. County Board Chairman/Vice-Chairman Comments or issues: None

8. Department Head Informational: Meetings will resume soon.

9. Closed Session: Motion by Williams to enter closed session per 5ILCS 120/2(c)(1) Employee Matters with possible action, Simms seconds. Roll call vote: Huber – yes, Corbitt – yes, Simms-yes, Heuer –yes, Williams – yes, and Kenney – yes. Motion carries. Enter closed session at 9:56 am.

10. Open Session: Committee returns to open session at 10:27 am. The committee comes to a consensus to resume the FY2026 pay rate as originally intended.

11. Adjournment: Chairperson Kenney adjourns the meeting at 10:33 am until January 13, 2026
