State Representative Tom Weber criticized the Illinois Department of Financial and Professional Regulation (IDFPR) on Apr. 16 for what he described as weak background checks in the agency’s licensing process. Weber spoke out against legislation, House Bill 4762, which he said would further weaken the review process for individuals with criminal convictions seeking professional licenses.

The issue is significant because it concerns public safety and accountability in professional licensing, particularly for positions involving direct contact with vulnerable populations. According to Weber, “the legislation would only lead to more dangerous incidents.” He cited several cases where licensed massage therapists who had assaulted women were able to keep their licenses due to what he called failures within the agency.

Weber has previously introduced bills aimed at strengthening IDFPR’s background check and review procedures but said that HB4762 moves in the opposite direction by loosening existing standards. “Weber has filed legislation on multiple occasions to tighten the IDFPR licensing background check and review process, and noted that HB4762 does exactly the opposite,” according to his statement.

Weber was elected as a Republican member of the Illinois State House in 2019 representing District 64, succeeding Barbara Wheeler according to Ballotpedia.

The debate over HB4762 highlights ongoing concerns about how state agencies vet professionals who may have access to sensitive or vulnerable clients. Observers will be watching closely as discussions continue around measures designed to protect public safety while balancing rehabilitation opportunities for those with prior convictions.
