Round Lake Park Police Pension Fund ranked 620th for underfunding with 113.9% funding ratio in 2024

The Round Lake Park Police Pension Fund was placed 620th among the most underfunded municipal police and fire pension systems in Illinois for 2024, according to the Illinois Department of Insurance (IDOI).

Operating as part of Illinois’ Village or Township pension systems, the fund reported $9,491,081 in total pension liabilities and had an actuarial funding value of $10,810,318.

This produced a funding ratio of 113.9%, which shows the fund was short by -13.9% in actuarial assets required for its retirement benefit obligations.

The gap between assets and liabilities left the pension fund facing an unfunded liability totaling around -$1,319,237.

The Illinois Department of Insurance compiles and provides public data on municipal police and fire pensions, which are backed financially by the residents of their respective municipalities.

As of 2024, there were 300 fire and 363 police pension funds statewide. Some municipalities manage both types, while others only one.

A number of cities did not have any outstanding pension debt; in 2024, 64 municipalities reported being free of police or fire pension liabilities and thus were not ranked.

Police and fire pension benefits are often known as “pension benefits,” and these serve as deferred compensation. Municipalities pledge to provide retirement benefits for public safety staff, but may do this without securing sufficient contributions from workers or taxpayers. This funding shortfall causes pension debts for those cities, passing costs along to future taxpayers. Pension systems are funded by annual municipal contributions, with property taxes as the main source, according to IDOI data.

On average, police and fire funds in Illinois reached a funding ratio of 65.1% in 2024, indicating significant funding deficits among local public safety pensions.

The Glencoe Firefighters Pension Fund posted Illinois’ lowest funding ratio at 0.9%.

At the opposite end, Savoy Firefighters Pension Fund had the highest at 797.7%, its actuarial funding value of $149,803 greatly exceeding liabilities.

Illinois’ statewide pension shortfall increased by $1.5 billion in 2024, bringing the total to $143.7 billion, the Commission on Government Forecasting and Accountability reported. This marks the third straight year of rising debt, just beneath the 20-year high of $144.2 billion recorded in 2020.

State Department of Insurance Public Pension Division data shows that suburban and downstate funds carried $12.1 billion in unfunded actuarial liabilities in 2024, with a combined funding ratio of 49.18%, less than half the assets needed for pledged benefits.

For 2024, Illinois had the largest share of a state GDP devoted to unfunded pension debt, approaching 20%, based on an Equable Institute study.

The Illinois Policy Institute, a nonpartisan think tank, states that this is causing a mounting burden for taxpayers. The group noted that taxpayer contributions rose from $614 million in fiscal 1996 to $11.2 billion in fiscal 2025.
