Lake County Community Services Committee considers HUD amendments

Meeting 11

At a recent meeting, the Lake County Health and Community Services Committee considered a joint resolution approving Housing and Urban Development (HUD) Action Plan amendments for 2013-2015.

The Lake County Health and Community Services Committee is responsible for community and economic development, housing and tourism, and budget and ordinance reviews concerning health-related issues.

COMMUNITY DEVELOPMENT

7.1 16-0458

Joint resolution approving 2013, 2014 & 2015 Housing and Urban Development (HUD) Action Plan Amendments.

· HUD requires the submission of an Annual Action Plan and associated amendments to govern expenditure of federal housing and community development funding for each year of grant funding.

· The Lake County HOME Investment Partnership (HOME) Consortium is comprised of Lake County and the Cities of Waukegan and North Chicago; all three jurisdictions receive Community Development Block Grant (CDBG) funding.

· The proposed Action Plan amendments reflect recommendations made by the Housing & Community Development Commission (HCDC) at recent meetings on March 9, 2016 and April 13, 2016. At the final action and Public Hearing held May 11, 2016, these amendments received favorable public comment.

Joint resolution authorizing the renewal of the Delegation Agreement between the Illinois EPA and the County of Lake for a solid waste management site inspection and enforcement program.

· On February 9, 1993, the County Board authorized the execution of a Delegation Agreement with the Illinois EPA for a solid waste management site inspection and enforcement program.

· The Delegation Agreement has been renewed six times and the current delegation agreement, set to expire June 30, 2016, has been extended to July 31, 2016.

· Funding for the inspection, investigation and enforcement program comes from the Solid Waste Management Tax Fund and an Illinois EPA Solid Waste Enforcement Grant.

· The Illinois EPA has provided an Intergovernmental Delegation Agreement to renew the program for a five-year period, through June 30, 2021.

Ordinance amending Chapter 94 of the Lake County Code of Ordinances - Public Nuisances

· There are several pests that present a public health nuisance where an infestation occurs, but which are not definitively known to transmit communicable disease.

o A prime example is bedbugs, which are most certainly a public nuisance, but which have not been proven to transmit disease (though it is suspected). Other examples are fruit flies and sewer files.

o The proposed change to § 94.08 would provide the Lake County Health Department the authority to pursue correction of infestations of these pests through the administrative adjudication process if voluntary compliance is not achieved.

· There are often conditions of which the Lake County Health Department is made aware that are unhealthy and/or unsafe at facilities where the Department does not have direct regulatory authority.

o Examples are unpermitted facilities such as health clubs or other public buildings, but also in rental properties that do not rise to the level of rendering the space uninhabitable [§ 94.06 (B)].

o The addition of § 94.14 would provide the Lake County Health Department the authority to pursue correction of these unhealthy and/or unsafe conditions through the administrative adjudication process if voluntary compliance is not achieved.

WORKFORCE DEVELOPMENT

7.4 16-0647

Joint resolution authorizing a reduction in the appropriation for the Lake County Workforce Development Department and accepting the Illinois Department of Commerce Workforce Innovation and Opportunity Act (WIOA) formula grant.

· The Workforce Innovation and Opportunity Act (WIOA) formula grant allocations for Program Year 2016 had a decrease in funding and Illinois Department of Commerce notified local workforce areas that these reductions are to be passed on to the local areas.

· The Workforce Innovation and Opportunity Act (WI0A) formula grant funds, for

Program Year 2016 allocated to the Lake County Workforce Development Department, will be reduced by $605,615 for a total grant of $4,187,816.

· The WIOA formula funds include funding for youth, adults, dislocated worker, and incumbent worker programs.

· The WIOA formula grant funds have a grant life from July 1, 2016, to June 30, 2018.

Resolution approving the Workforce Innovation and Opportunity Act Four-Year Local Plan, Memorandum of Understanding for One Stop Center Operations and the Northeast Region Plan, and authorizing the execution of all necessary correspondence to distribute these Plans to the Illinois Department of Commerce.

· The development and submission of several required planning compliance documents is a necessary component to receive U.S. Department of Labor Workforce Innovation and Opportunity Act (WIOA) funding, as distributed by the Illinois Department of Commerce.

· Information on the Four-Year Local Plan, the Memorandum of Understanding for One Stop Center Operations and the Northeast Region Plan was provided to the Health and Community Services Committee at its June 7, 2016 meeting.

· This Resolution approves the Four-Year Local Plan, Memorandum of Understanding for One Stop Center Operations and the Northeast Region Plan as reviewed and approved by the Lake County Workforce Development Board (LCWDB).

· The Lake County Board Chairman, as Chief Elected Official (CEO) for the local workforce area, is a required signatory. This Resolution would authorize the County Board Chairman/CEO to execute the necessary documents to submit to the State of Illinois.

VETERANS ASSISTANCE

7.6 16-0664

Joint resolution approving an intergovernmental agreement (IGA) to outline the respective obligations and responsibilities of the Veterans Assistance Commission of Lake County (VAC) and the Lake County Government.

· Based on a recent legal opinion, it is advisable to establish an IGA to outline the respective obligations and responsibilities of the VAC and the County, as well as make several changes in current practices

· The majority of the agreement captures current roles and practices. Additionally, proposed changes to current practices include clarifying that the State’s Attorney’s Office shall not serve as legal counsel for the VAC, as well as certain other changes related to the procurement of certain insurance coverage.

· In addition, as of the effective date of December 1, 2016, the Department of Finance and Administrative Services will provide financial, payroll and administrative support to the VAC.

· Finally, this agreement clarifies that all benefits provided by the VAC shall be governed by the VAC handbook, and these programs shall be jointly approved as part of the annual budget process
