Village of Wauconda Village Board met March 21.

Here is the minutes provided by the Board:

1. Call to Order: Mayor Bart called the Regular Village Board Meeting to order in the Village Hall at 7:00 p.m.

2. Pledge of Allegiance: The Pledge of Allegiance was led by Boy Scout Troop 90.

3. Roll Call: Upon roll call by Clerk Strelecki the following Trustees were present

Present: Trustees Knight, Barbini, Starkey, Arnswald, and Howe

Quorum Present-

Present: Doug Maxeiner, Village Administrator, Brad Fink, Director of Public Works Chris Miller, Director of Building, Planning, and Zoning, Police Chief Wermes, and Rudy Magna, Village Attorney 

Absent: Trustee Black

4. Recognition

A. Mayor Bart Recognized Joe Munson in Recognition of His Service to the Memorial Day Parade.

5. Public Comment:

Dave Dato: commented on a Daily Herald article that stated that he was no longer a member of the Heroes of Freedom Committee, but he is still a member. He also outlined the recommendations for the Heroes of Freedom Story Boards.

6. Approval of Agenda

Motion to approve the agenda made by Trustee Howe, second Trustee Arnswald.

10. Old Business

A. Staff Request for Authorization to Proceed on the Grant Funded LED Light Replacement Program-Director Fink discussed the background for the LED light replacement. The Village was contacted that we did receive the Grant to help complete the project. He also recommends to waive the competitive bidding requirements and approve the Agreement with Power Energy Solutions for the comprehensive Village Lighting Upgrades for an amount not-to-exceed $148,402.49. Motion to Authorize to Proceed on the Grant Funded LED Light Replacement Program made by Trustee Barbini, second Trustee Knight

B. (Action) Consideration and Execution of the Grant of Easements for the Lake Michigan

Internal System Improvements for the Following Amounts: A) Burrito Express - $1,500; B) Dairy Queen - $5,500; and, Berger Excavating – $10-Director Fink discussed the number of easements that need to be obtained for the continuation of the Lake Michigan Water. The expense for Berger Excavating is $10.

11. New Business

A. (Action) Consideration and Approval of a Resolution Accepting Membership for the Village of Wauconda in the Northwest Health Insurance Pool Sub-Pool (of the Intergovernmental Personnel Benefit Cooperative)-Administrator Maxeiner discussed that Health insurance benefits for Village employees amount to 6.9% of the total General Fund budget (FY 2017), 3.8% of the Water/Sewer Fund and totaled $842,156in FY 2017 budget. Healthy insurance has become the third largest component of the budget behind employee wages and the statutorily required police pension contribution. Estimates used in the budget for the renewal for FY 2018 included a 15% increase over the prior year. Actual proposed renewal of the existing insurance plan saw a 9% increase. Renewals like this are not sustainable for the organization. Using the public pool would estimate our cost reduction of 4.4% or savings of $39,000 over a renewal period. Gregg Aleman of Arthur J. Gallagher discussed the Intergovernmental Personnel Benefit Cooperative and the rate of savings that have been occurring. Our Commitment is for only 1 year and membership would begin July 1, 2017.

(Action) Consideration and Approval of an Engineering Services Agreement with RHMG Engineers for the Design Engineering for the 2017 Street Program in an Amount Not-to- Exceed $68,345-Director Fink discussed the 2017 Road program. They will need to prepare for the design and to get bids. He reviewed the recommended streets.

C. (Discussion) Staff Presentation of the FY 2017/18 Budget and Capital Improvement Plan Request-Finance Director McKee thoroughly reviewed the Fiscal 2018 Budget. Consensus to move forward to convert part-time Building and Zoning inspector to full-time. There was further discussion to switch to the Budget Officer Method vs Appropriations Method. Trustees commented on the detail and ease of reading the Budget.

12. Mayor’s Report : Com Ed has been tree trimming throughout the Village. The U.S. Coast

Guard boat safety training has begun. The Police department has established a Spanish speaking community hot line. Recognized the fallen officer in Baton Rouge.

13. Committee Reports & Trustee Comments

Trustee Knight-Thank you for the budget. He attended the Liquor License holder meeting and a Bassett class will be offered this summer.

Trustee Barbini-the Budget allows staff to attend meetings which they learned about the

Intergovernmental Personal Benefit Cooperative.

Trustee Starkey-She recapped the Shamrock on the Block events and fundraiser. The new Cruise Night postcard was presented and the Star Charities Wauconda Bunny Hop is scheduled on April 15th, which benefits the Veterans RR and Wauconda HS FBLA.

Trustee Arnswald-Thanked Doug and Ed for the budget. Thanked everyone for Shamrock on the Block.

Trustee Howe-Congratulations to the Police Department for the donations during the head shaving.
