Village of Grayslake Board of Trustees met April 4.

Here is the minutes provided by the Board:

The regular Meeting of the Board of Trustees of the Village of Grayslake was called to order at 7:00 p.m. in the Board Room of the Grayslake Village Hall, Mayor Rhett Taylor presiding.

Roll Call: Trustees Bassett, Vogel, Jarvis, Davies, Shores - present. Trustee Waldenstrom – absent. Village Clerk Lee – present.

Also present were various Village staff members.

Public Comment – Agenda Items: None.

1. Approval: Minutes of the Regular Meeting of March 7, 2017, Minutes of the Special Meeting of March 18, 2017 And Minutes of the Executive Session of March 18, 2017

Trustee Jarvis made a motion, seconded by Trustee Shores, to approve the Minutes of the Regular Board Meeting of March 7, 2017, Minutes of the Special Meeting of March 18, 2017 and Minutes of the Executive Session of March 18, 2017. On voice vote – all “aye”. Motion Carried.

2. Approval: Treasurer’s Reports/Payment of Bills: March 21, 2017 and April 4, 2017

Trustee Bassett made a motion, seconded by Trustee Davies, to approve the Treasurer’s Reports for March 21, 2017 and April 4, 2017, and authorize payment of the bills as listed in the reports. Roll call: Trustees Bassett, Vogel, Jarvis, Davies, Shores – all “aye”. Motion Carried.

3. Resolution 868: Motor Fuel Tax Maintenance Resolution

Trustee Vogel made a motion, seconded by Trustee Bassett, to approve Resolution 868, outlining the estimated cost of certain street and right-of-way maintenance operations for fiscal years 2017/2018 through 2018/2019. Roll call: Trustees Bassett, Vogel, Jarvis, Davies, Shores – all “aye”. Motion Carried.

4. Fee Waiver Request: Grace Community Bible Church

Trustee Davies made a motion, seconded by Trustee Bassett, to approve a fee waiver request for Grace Community Bible Church in the amount of $36.45 for a temporary banner permit fee. Trustees Bassett, Vogel, Jarvis, Davies, Shores – all “aye”. Motion Carried.

5. Appointment: Police Pension Board

Trustee Shores made a motion, seconded by Trustee Bassett, to approve Mayor Taylor’s recommendation for the reappointment of Thomas Morris, Jr. to the Police Pension Board. Trustee Bassett, Vogel, Jarvis, Davies, Shores – all “aye”. Motion Carried.

6. Ordinance 2017-0-11: Disposal Of Surplus Property

Trustee Davies made a motion, seconded by Trustee Jarvis, to approve Ordinance 2017-0-11, authorizing the sale of surplus property owned by the Village of Grayslake. Trustees Bassett, Vogel, Jarvis, Davies, Shores – all “aye”. Motion Carried.

7. Approval: Grayslake Farmers Market Services Agreement

Per the Budget Workshop discussion of March 18, 2017, Trustee Davies made a motion, seconded by Trustee Bassett, to authorize the execution of a two-year agreement between the Village of Grayslake and the Grayslake Farmers Market to provide promotional and community services upon final review of the Village Attorney. Trustees Bassett, Vogel, Jarvis, Davies, Shores – all “aye”. Motion Carried.

8. Authorization to Execute: Bike Path and Parking Lot Maintenance

Trustee Jarvis made a motion, seconded by Trustee Bassett, to reject the bid from TAT Enterprises as non-responsive to the bid criteria and accept the bid from SKC Construction as the lowest responsive and responsible bidder for the bike path and parking lot maintenance in an amount not to exceed $17,200. Trustees Bassett, Vogel, Jarvis, Davies, Shores – all “aye”. Motion Carried.

9. Authorization to Execute: Senior Center Agreement

Trustee Davies made a motion, seconded by Trustee Shores, to authorize the Village Manager to execute a three-year agreement with Catholic Charities of the Archdiocese of Chicago for the Grayslake Senior Center upon final review of the Village Attorney. Roll call: Trustees Bassett, Vogel, Jarvis, Davies, Shores – all “aye”. Motion Carried.

10. Ordinance 2017-0-12: Updated Building Fee Schedule Ordinance

Trustee Vogel made a motion, seconded by Trustee Shores, to approve Ordinance 2017-0-12, updating the building fee schedule. Trustees Bassett, Vogel, Jarvis, Davies, Shores – all “aye”. Motion Carried.

Public Comment: Charlotte Renehan invited all to attend the Grayslake Historical Society’s annual meeting on Wednesday, April 12th at 7:00 p.m. in the community room at the Grayslake Heritage Center and Museum.

Trustee Reports: The Trustees thanked volunteers for serving as election judges, thanked Trustee Bassett for his years of service on the Village Board. The Trustees advised Butera is now open and invited all to attend the Exchange Club’s Food Truck Frenzy on April 22nd and the Grayslake Arts Alliance open house on April 22nd. Trustee Davies spoke of recently participating in the Meals on Wheels program.

Mayor’s Report: Mayor Taylor noted the opening of Butera on March 31, 2017 and extended a thank you to Public Works employee Jimmy Butler for his recent response to a resident. Mayor Taylor spoke of Grayslake receiving a 9% increase in property values from the Lake County Assessor’s office.

There being no further business, Trustee Jarvis made a motion, seconded by Trustee Davies, to adjourn the meeting. On voice vote – all “aye”. Motion Carried.

The meeting was adjourned at 7:22 p.m.
