Village of Wauconda Village Board met April 18.

Here is the minutes provided by the Board:

1. Call to Order: Mayor Bart called the Regular Village Board Meeting to order in the Village Hall at 7:00 p.m.

2. Pledge of Allegiance: The Pledge of Allegiance was led by Mayor Bart.

3. Roll Call: Upon roll call by Clerk Strelecki the following Trustees were present

Present: Trustees Knight, Barbini, Arnswald, Black, and Howe

Quorum Present:

Present: Doug Maxeiner, Village Administrator, Brad Fink, Director of Public Works, Chris Miller, Director of Building, Planning, and Zoning, Bill Rickert, Village Engineer, and Rudy Magna, Village Attorney 

Absent: Trustee Starkey and Police Chief Wermes

4. Presentations/Recognition

A. Presentation – Synergy Flavors, Henry Renkowsky, Todd King, Heitman Architects, presented a video visualizing the new 40,000 sq. ft. addition to the existing building. Roughly a $20 million addition. 

B. Proclamation – Mayor Bart read the Arbor Day Proclamation

5. Public Comment:

Michael Gleeson- He is trying to organized an archery site in Lake County. He would like the Board to endorse or support program.

6. Approval of Agenda

Motion to approve the agenda made by Trustee Howe, second Trustee Black.

C. Consideration and Approval of Pay Request #1 for the Lake Michigan Water Internal System Improvements Project – Phase 3A (Bonner Road Elevated Water Storage Tank) to Maguire Iron Inc. in the Amount of $155,034 

D. Consideration and Approval of Pay Request #7 for the Lake Michigan Water Internal System Improvements Project – Phase 2 to Berger Excavating Contractors Inc. in the Amount of $475,105.42 

E. Consideration and Approval of a Resolution Allocating Motor Fuel Tax (MFT) Funds in the Amount of $565,000 for the 2017/18 Street Improvement Project (Resolution No. 2017-R-06)

(512 and 500 Liberty Street)-Director Miller discussed request from BP Station and their expansion.

B. Consideration and Approval of an Ordinance Amending Chapter 122 of the Code of Wauconda Regarding Video Gaming-Director Miller discussed background and previous ordinances. This is an expansion of the business model according to the State Law.

Consideration and Approval of an Ordinance Granting a Variance from Sign Regulations Contained within § 152.10 of the Wauconda Village Code Entitled (Freestanding Signs” to Allow a Third Freestanding Sign to be Located upon the Street Frontage for the Wauconda Shopping Plaza Property-Director Miller discussed the background to the placement of this sign and the recommended landscaping.

11. New Business

A. (Action) Consideration and Approval of an Ordinance Authorizing the Village of Wauconda to Borrow Funds from the Illinois Environmental Protection Agency (IEPA) Public Water Supply Loan Program (Water - $4,000,000) for the Lake Michigan Water Internal System Improvements – Phase 3B -Director Fink discussed the next phase to bring Lake Michigan water to Wauconda. He reviewed the comparison of the rates and how the Village would save over $1 million with this loan program.

Motion to Approve an Ordinance Authorizing the Village of Wauconda to Borrow Funds from the Illinois Environmental Protection Agency (IEPA) Public Water Supply Loan Program (Water - $4,000,000) for the Lake Michigan Water Internal System Improvements – Phase 3B made by Trustee Black, second Trustee Arnswald. (Action) Consideration and Approval of a Construction Engineering Services Agreements with RHMG Engineering in an Amount not-to-exceed $256,158 for the Lake Michigan Water Internal Improvements Project – Phase 3B-Director Fink reviewed the background and that this cost will be included in the IEPA loan which usually gets approved during bids.

12. Mayor’s Report

Energy efficient lights have been replaced at the Village Hall and Police Station. The remainder of the Village owned street lights will be changed to Hight efficiency lighting over the next few days. The Lake County Municipal League is offering training for newly elected officials on May 31st from 7-9 P.M. at the Round Lake Beach Cultural and Civic Center. If interested please contact Doug or Alise. Adopt a highway on US Route 12 from Bonner to Barrington Rd is scheduled April 22nd and crews will meet at the Public Works Garage at 8:00 A.M. Tentative Brush collection is scheduled May 15-19th. Congratulations to newly elected and re-elected Board and those who have finished their service. The last four years have been very productive. Thank you to the Staff and team. It has been an honor to serve you.

13. Committee Reports & Trustee Comments

Trustee Knight-Congratulations to FBLA students. No meeting next week

Trustee Barbini-The Lake Napa Suwe issues will move forward at the next meeting. He recapped his 8 years of service and how the Village has transitioned.

Trustee Arnswald-No committee report. Thank you to everyone who attended the Bunny Hop this weekend.

Trustee Black-SWALCO will host an electronic recycling for businesses. It will be Thursday, April 22nd in Lincolnshire. Congratulations to the new business Green Goat. Thank you to everyone who helped with the Bunny Hop. This is the 4th year for shoe recycling Monday April 24th-28th for District 118 only. Road Clean up is this Saturday. We would like to see volunteers. Thank you John for your service

Trustee Howe-Thank you to everyone for the Bunny Hop. Bubbles for Blossoms at Whippletree Antiques. Thank you John.
