City of Highwood City Council met May 2.

Here is the minutes provided by the Council:

Call to Order by Mayor Pecaro at 7:40 p.m.

1. Roll Call

Present: Mayor Pecaro, Aldermen: Feddermann, Grice, Falberg, Fiore, Peterson, Slavin

Alderman Hospodarsky arrived at 7:45 P.M. after the Oath of Office

Also Present: City Manager Coren, City Attorney Ferolo, Deputy Clerk Baruffi, Administrative Assistant Litjens

2. Pledge of Allegiance

Those in attendance recited the Pledge of Allegiance.

3. Newly Elected Officials-Oath of Office

3.1. Mayor-Charles B. Pecaro-4 Year Term

3.2. Alderman –Eric Falberg-4 Year Term

3.3. Alderman-Christopher Lee Grice-4 Year Term

3.4. Alderman-James Hospodarsky-4 Year Team

Emilio B. Santi, Judge, of Circuit Court of Lake County, Illinois (RTD) administered the Oath of Office for the Mayor and three aldermen listed above.

Alderman Hospodarsky introduced himself to the public.

4. Review of Minutes to be Approved

4.1. Moved by Alderman Fiore, seconded by Alderman Falberg to approve the City Council: April 18, 2017 minutes as presented. Motion passed.

Vote:

Yes: Aldermen: Fiore, Falberg, Peterson, Slavin, Grice

Abstain: Alderman Hopodarsky

4.2. Moved by Alderman Slavin, seconded by Alderman Fiore to approve the Committee of the Whole:

April 18, 2017 minutes as presented. Motion passed.

Vote:

Yes: Aldermen: Slavin, Fiore, Grice, Falberg, Peterson

Abstain: Alderman Hospodarsky

5. Appointments (Mayor Pecaro)

6. Approval of Warrant List:

6.1. Moved by Alderman Fiore, seconded by Alderman Peterson to approve the 05/02/2017 AP Warrant List as presented. All present voting aye, motion passed.

8. Mayor’s Report

8.1. A Mayoral Proclamation Expressing the City of Highwood ’s Appreciation for Alderman Matt Feddermann ’s Service to the Community.

Mayor Pecaro presented Alderman Matt Feddermann with the Mayor Proclamation thanking him for his service to the City of Highwood.

8.2. A Mayoral Proclamation Expressing the City of Highwood’s Appreciation for the Midwest Young Artists Conservatory on the Occasion of their 25th Anniversary.

A representative from the Midwest Young Artist will be contacted to be present at the next meeting for presentation.

13. New Business

13.1. 17-R-18 Moved by Alderman Falberg, seconded by Alderman Grice to authorize a Resolution Approving an ARC Application for a Proposed Landscaping Plan (432 Sheridan Road-Teddy O’Brians). All present voting aye, by voice vote, motion carried.

13.2. 17-R-19 Moved by Alderman Grice, seconded by Alderman Falberg to authorize the Resolution Directing the City Manager to Add the Alley Between S Central and Pleasant to the Contract with Pav-Tech Approved on March 7, 2017 and Increase the Spending Authority to $207,000 . All present voting aye, motion carried.

Yes: Aldermen: Grice, Falberg, Fiore, Peterson, Slavin, Hospodarsky

All alleys are completed with the inclusion of the S. Central/ Pleasant Avenues alley.

13.3. Moved by Alderman Falberg, seconded by Alderman Fiore to waive the competitive bidding and authorize a Motion Directing the City Manager to Add Exmoor Court to the 2017 Road Program Under the Bid Rates Already Approved with Peter Baker in an Amount not to Exceed $26,000. All present voting aye, motion carried.

13.4. Moved by Alderman Slavin, seconded by Alderman Grice to authorize a Motion Waiving Competitive Bidding and Directing the City Manager to Enter into an Agreement with Pipevision , Inc. in the Amount of $46,000 to Line the Sanitary Sewer on North Central Avenue, Upon City Attorney Approval . All present voting aye, motion carried.

13.5. 17-O-10 Moved by Alderman Fiore, seconded by Alderman Falberg to waive the first reading and approve an Ordinance Declaring a 2015 Ford F450 Super Duty Truck Surplus and Authorizing the City Manager to Sell it. All present voting aye, motion carried.

The truck will be sold in-kind services for $60,000.00 from S.E. Enterprises.

13.6. Moved by Alderman Slavin seconded by Alderman Peterson to authorize a Motion Authorizing the City Manager to Spend up to $19,000 to Install Structures and Electric Infrastructure to Enable Additional Decorative Overhead Lighting at Everts Park . All present voting aye, motion carried.

This includes supportive poles with outlets.

13.7. 17-O-11 Moved by Alderman Fiore, seconded by Alderman Falberg to waive the first reading and approve an Ordinance Amending the Highwood City Code with Regard to the City Code. All present voting aye, motion carried.

The Clerk’s position will match that of the Mayor, and will be appointed rather than elected.

14. Any Action Necessary Coming Out of Executive Session

15. Adjournment Moved by Alderman Fiore, seconded by Alderman Hospodarsky to adjourn the meeting. All present voting aye, by voice vote, motion carried. Mayor Pecaro adjourned the meeting at 8:02 p.m.
