Village of Winthrop Harbor President and Board of Trustees met June 6.

Here is the minutes provided by the Board:

The meeting was called to order by Mayor Bruno at 7:00 PM.

The following Elected Officials were present:

Mayor: Dr. Michael Bruno

Trustees: Buddy Hargett, John Levin, Robert Marabella, Dana McCarthy, Richard Robards, Hartmut “Fritz” Weiss

Also present:

Attorney, Robert Long Julie Rittenhouse, Village Clerk

The Invocation was led by Mayor Bruno, followed by the Pledge of Allegiance.

Approval Of Minutes

1 - A motion was made by Trustee Robards and seconded by Trustee Weiss to approve the May 16, 2017 Regular Board Meeting Minutes as presented. Mayor Bruno declared the motion carried on the following roll call vote.

Old Business

John Lardas- Lucky’s Café Food & Spirits – Liquor License Request for 1039 Sheridan Road

2 - A motion was made by Trustee Marabella and seconded by Trustee Weiss to DENY the request for a liquor license to John Lardas – Lucky’s Café Food & Spirits located at 1039 Sheridan Road. Mayor Bruno declared the motion carried on the following roll call vote.

Mayor’s Report

Resolution 2017-R-14 An Appointment Resolution – Appointing Deanna Peacy as EDC Committee Member

3 - A motion was made by Trustee Levin and seconded by Trustee Marabella to approve the Resolution 2017-R-14 as presented. Mayor Bruno declared the motion carried on the following roll call vote.

Chief Joel Brumlik – Recognition of 20 Years of Service

Mayor Bruno recognized Chief Brumlik for his 20 years of service with the Winthrop Harbor Police Department. He went on to tell a story of Chief Brumlik’s years in law enforcement and how in 1997 he accepted the position as the Chief of Police of Winthrop Harbor. He presented him with a 20 year pin, plaque and a certificate.

Chief Brumlik then gave a speech thanking his wife of 33 years, Cindy, saying it would not have been possible without her support. When you love your job, it is not a job. It’s not about money. It’s about satisfaction, fulfillment and most importantly, about relationships. This municipality works as a team. From the day he arrived he felt welcomed. He went on to say that he has a group of men and women on the police force that make him look good. They are the most dedicated and loyal people that come in each day with an attitude of “how can we do better”. He is proud of each of them and thanked them. With the support of the Mayor and Board, he hopes to continue helping our great Village. He thanked everyone for this honor. God bless this Village and keep our First Responders Safe.

Attorney Robert Long – Recognition of 20 Years of Service

Mayor Bruno recognized Attorney Long for his 20 years of dedicated public service. 20 years of service to a single community is an impressive milestone for anyone. But what’s more impressive is that Bob has provided that length of service as a contractor. Bob is a member of our team and our family. His passion for this Village and its success is evidence by the decision to reside here. Bob is a valuable asset to our Village and a trusted friend to both staff and elected officials. Thank you Bob! Mayor Bruno then presented Attorney Long with a plaque and certificate.

Attorney Long said that Chief Brumlik had hit all of the high points. When he looks back at the past 20 years, there were a couple of milestones.Joel hit all the good ones. He went on to tell everyone a story about a resident with a garage full of bunnies, hundreds of them. When the neighbors complained the resident set them all free. Bob drove up and down the street the next 3 weeks and noticed that nature had balanced out wildlife because the bunny population had decreased. He decided then that this was an interesting town and decided this was an interesting place to move. He went on to tell a story about a raccoon outside his window (only its head). By the time he got home something had eaten the raccoon head. Not only is Winthrop Harbor a great place to live and eat, but people clean up after themselves. On a serious note, it took 20 years to get the DNR to recognize that it would be beneficial to privatize and it might have a better result for the surrounding communities. He looks forward to a bright future. This isn’t really about bunnies and raccoons, it’s about the citizens of Winthrop Harbor. We only do what we do because of them. Thank you.

New Business

A Discussion about Mr. Jin Kim Donating Property on Sheridan Road Just South of 9th Street to the Village of Winthrop Harbor

The Village portion of the property taxes are about $500.00. Trustee Marabella said the goal is to clean up that area and if we can start by acquiring this property it would be great. Trustee McCarthy agreed. Mayor Bruno was for it. Any property given to the Village is important. Especially on Sheridan Road.

4 - A motion was made by Trustee Hargett and seconded by Trustee McCarthy to have Attorney Long draft the necessary papers to accept Mr. Kim’s donation of the property on Sheridan Road. Mayor Bruno declared the motion carried on the following roll call vote.

Deck of Flavors Yogurt Requesting Building Permit Fees Reimbursement

5 - A motion was made by Trustee Hargett and seconded by Trustee Robards to DENY Deck of Flavors Yogurt’s request for reimbursement of Building Permit Fees. Mayor Bruno declared the motion carried on the following roll call vote.

6 - A motion was made by Trustee Weiss and seconded by Trustee Marabella to approve Accounts Payable Warrant W2017-3 in the amount of $190,105.54. Mayor Bruno declared the motion carried on the following roll call vote.

7 - A motion was made by Trustee Weiss and Seconded by Trustee Marabella to approve the March and April 2017 Treasurer’s Report as presented. Mayor Bruno declared the motion carried on the following roll call vote.

Unfinished Business

Trustee Hargett – Community Development

• We’ve had a lot of events lately-Thank you to the volunteers Trustee McCarthy – Recreation Department

• Thanked Scott and the Rec. Board for the Summer Fair. It’s a small group of volunteers that do a lot of work for this and they do a great job. Trustee Marabella – Public Works

• Summer Fair was nice and the fireworks were great. The police presence was awesome and everyone had fun. The Park looked good. The small group of volunteers really do a fine job.

• Baseball is going on so please watch for kids. Drive slow. Trustee Levin – Police Department

• Thanked Scott, the volunteers and Winthrop Harbor and Zion ESDA. Trustee Weiss – Finance Department

• Kudos to the Rec. Dept., especially the volunteers. Nobody realizes all of the hard work. Thank you to all of the volunteers, police dept. and everybody who gets involved. Mayor Bruno

• May 20th was the Winthrop Harbor Pageant. Thanks to Cindy Graham and her board for a successful event. The out-going and in-coming queens will be with us at the June 20th Meeting. Thanks to Trustee Hargett for filling in for me while I was out of town.

• May 28th was the Winthrop Harbor Fire Departments Pancake Breakfast. They did a magnificent job. Thanks to the Fire Dept.

• May 30th was the Memorial Day Parade. Thanks to Virginia and Gerardo Lopez and Julie Rittenhouse for such a well-organized parade. Thanks to all of the groups that participated. Also, thanks to Kim Braden and her husband for the Veterans luncheon after the parade. It was well attended and the food was excellent. Thank you V.F.W. post #7448 for the memorial service following the parade. Thanks to all of our Veterans

• June 1st – 4th was the Summer Fair. Thank you Scott Fuller and the Rec. Board for such a great Fair. The bands and fireworks were excellent.

• If you are unable to attend any meetings, please let me know just in case you have something on the agenda that I will need to cover. Just give me a call or email me.

• June 10th is the Open House and Grand Opening of Westrec Marina, down at the Marina from 10am until 2pm.

• June 8th I will be meeting with our State Rep.Shari Jesiel in Antioch so if you have any questions for her, please email them to me.

Closed Session

8 - A motion was made by Trustee Robards and seconded by Trustee Weiss to move the meeting into Closed Session to Consider Whether to Purchase Property Pursuant to 5 ILCS 120/2(c)(5) and Citing Collective Bargaining 5 ILCS 120/2 (c)(2) of the Open Meetings Act. Mayor Bruno declared the motion carried on the following roll call vote and the meeting moved into Closed Session at 7:36pm.

Open Session

9 - A motion was made by Trustee Weiss and seconded by Trustee Marabella to move the meeting into Open Session with no action taken. Mayor Bruno declared the motion carried on the following roll call vote and the meeting moved into Open Session at 8:17pm.

Adjournment
