Here is the agenda provided by the Board:

1. Call to Order

Mayor Knight called the Regular Village Board Meeting to order in the Village Hall at 7:00 pm

2. Pledge of Allegiance

The Pledge of Allegiance was led by Boy Scout Troop 90.

3. Roll Call

Upon roll call by Clerk Falk-Novak, the following Trustees were present:

Trustees Starkey, Arnswald, Howe, Schlick, Morino

Absent: Trustee Black

9. New Business

A. (Action) Consideration and Approval of an Ordinance providing for the issuance of $7,000,000 General Obligation Bonds, Series 2017, for the purpose of paying the costs of improvements and extensions to the existing water and water supply system of the Village, including such improvements and extensions as are sufficient to provide access to Lake Michigan water, providing for the levy and collection of a direct annual tax sufficient to pay the principal and interest on said bonds, and authorizing the sale of said bonds to the winning bidder thereof.

Ed McKee: This is the last borrowing we will be making in regular bonds. The auction was held this morning for the bonds and he announced our Financial Consultant, Kevin McCana, who explained the results of the bids. Mr. McCana stated the bidding took place today at 10:00 am via electronic bidding and there were four firms who bid. The best bid was Northland Securities out of Milwaukee at 3.31. Of the four bidders, who can bid multiple times, there were thirteen total bids and Northland bid three times. They really wanted our paper. Bidding started out at 3.99 and worked its way down to 3.31. Our bond rating was confirmed at Aa2. This is due to strong demographic profile, healthy fund balance and liquidity.

B. (Action) Approval of LSC Development Site Plan for Tractor Supply Company, 600 W. Liberty Street. (Pgs. 92-93)

Chris Miller: LSC Development purchased the former Dominicks building. There is a remaining parcel of 25800 square feet available. A tractor supply is interested in leasing this property from LSC. Right now, they are looking for about 19000 square feet in outdoor display and sales area. Approval was recommended by the Planned Commission based on three conditions:

1) Ornamental fencing would be required around the facility up to 8 feet.

2) Drive isles in front of the building must be maintained at a 25-foot minimum width.

3) If they choose to extend the display area, they need to add a side walk. Existing landscape islands need to be maintained and shrubs planted.

Trustee Starkey added this was discussed at the Development Committee meeting and one of the questions raised, is there still room for out-lot retail space (as originally proposed) and Chris confirmed yes. She also stated that the 19000 square feet of outdoor space is also retail. Their Carpentersville location and Antioch is high dollar volume sales so this is a very attractive retail customer.

10. Mayor’s Report

The Village has a Aa2 bond rating so that is excellent news. He thanked Ed and Kevin for all their work. Also thanked Bangs Lake Management for keeping us posted daily on lake levels. Thank you Public Works and all the neighbors who have helped out during the flooding. Next week is Cruise Night so the Village Services and Marketing Committee meetings will be on Monday. The 911 Memorial will be discussed at the Village Services meeting. This past Tuesday we had the Guns and Hoses Police and Fire Department’s fundraising Golf Event with a great turn-out along with our very first National Night Out. Thank you to Chief, staff, Park District and Public Works for a great event.

11. Committee Reports & Trustee Comments

Trustee Starkey-

Trustee Starkey attended the ICSC Chicagoland Retail Connection with staff last week. They got a few leads for potential businesses and they discussed at the Development Committee Meeting. The Lake County Train Club reached an agreement with their landlord and she is happy to report they willbe staying in Wauconda. Thank you to Ed Lochmayer and the Bankgs Lake Advisory Committee for their daily monitoring of Bangs Lake during the recent flooding. Being proactive and publicizing that information daily helped ease residents and users of the lake that the lake is closely monitored and alleviated concerns. The Village Development Committee Meeting met earlier this evening and the following items were discussed:

-LSC Development - Tractor Supply Company’s site plan.

-Building Permit Fee changes were discussed to increase flat fees and have fee based on inspection costs. They will be discussing further before bringing to the Village Board.

ICSC Deal Making Trade Show is 9/27-9/28 and the Village will be exhibiting in the Lake County Partners booth. They are seeking input from the Village Board as to the materials that they will be presenting. There are a couple highly-qualified people who are interested in a position on the Development Committee and they will be brought forward to the board at the next meeting.

There are lots of Village Events going on:

- Farmer's Market- continuing on Thursdays

- Cruise Night- Next Tuesday

-Street Dance - September 2nd

Trustee Starkey asked if the board can get a status update at our next Village meeting regarding the Village Administrator recruitment. Mayor Knight said that they are compiling the information now and will present at next Village meeting.

Trustee Arnswald-

Monday night will be the Village Services Committee meeting. Story boards for the 911 Memorial will be discussed.

Trustee Black-

Absent.

Trustee Howe-

The Marketing and Resources Committee Meetings will swap so they can advance plans for the new electronic sign. The Marketing Meeting will take place on August 14th at 5:30. Thank you to Ed Lochmayer, Bangs Lake Advisory Committee and Friends of Bangs Lake along with the residents for their patience. They tried to accommodate everybody by ensuring the lake stayed safe as well as the property.

Trustee Schlick-

Thank you to Ed Lochmayer for all his work on Bangs Lake and his daily updates which were pivotal in sharing with the residents via social media. Big shout out to the Police Department and Fire Department for Guns and Hoses for another successful event which raises allot of money for scholarships. Looking forward to Cruise Night and the Street Dance.

Trustee Morino-

Good job to Village and Bangs Lake Committee as well as the patience of the community. The Blues, Brews and Burger Fest went off out quite well with a record turn-out and very happy for all those who were involved.
