Here is the minutes provided by the Board:

1. Call to Order

Mayor Knight called the Regular Village Board Meeting to order in the Village Hall at 7:02 pm

2. Pledge of Allegiance

The Pledge of Allegiance was led Mayor Knight.

3. Roll Call

Upon roll call by Clerk Falk-Novak, the following Trustees were present:

Trustees Starkey (attended via conference call), Arnswald. Black. Howe, Schlick, Morino

Also present: Brad Fink (Director of Public Works/Interim Village Administrator), Bill Rickert (Village Engineer), Chris Miller (Director of Building. Planning and Zoning), Deputy Chief Botterman and Rudy Magna (Village Attorney)

Brad Fink: The hearing was published in the newspaper on 6/1/2017. This has been out at the Village Hall for review and have not received any comments to date. Rudy Magna asked Brad to ensure that Ed makes arrangements to file a certified copy of the Ordinance with the County within 30 days.

10. New Business

A. (Action) Consideration and Approval of a Memorandum of Agreement Through Which the Village of Wauconda is Purchasing a Special Census from the U.S. Census Bureau

(Pgs. 78-85)

Chris Miller: This will be a partial Census with an estimated cost of $40,963.00. This census will take approximately 9 to 10 months to complete. The field work in Village will take around 30 days. There will be a $42,000-$62,000 anticipated in revenue increase for a two year period. First revenue will be realized in 2019.

Brad Fink: Bid pricing came in more than anticipated so we need to amend this ordinance and re-file to expand our borrowing limit. There is significant savings in pursuing the IEPA loan opposed to the general bond rate.

C. (Action) Request for Authorization to Award a Contract to Manusos General Contracting Inc. for the Lake Michigan Water Improvements - Phase 3B for a Not-to-Exceed Amount of 3,795,000.00 (Pgs. 95-98)

Brad Fink: This past June 15" we had a bid opening resulting in 4 bidders. The lowest bidder was Manusos General Contracting Inc. The bid came in considerably higher than the engineers estimate. There were a number of factors that played into that. Some information that was provided to our engineers was not accurate, however since the bid opening Bill Rickert and his staff have been working diligently with the contractor and supplier and through a number of value engineering techniques we can obtain a more favorable price in the end.

Motion to approve a Contract to Manusos General Contracting Inc. for the Lake Michigan Water Improvements - Phase 3B for a Not-to-Exceed Amount of 3,795,000.00 made by Trustee Schlick, second Trustee Howe.

D. (Action) Request for Authorization to Accept the Proposal from Monroe Truck Equipment of Monroe, Wisconsin to Refurbish a 1995 International Plow Truck for a Not-to-Exceed Amount of S44,497.00 (Pgs. 99-102)

Brad Fink: Last year we refurbished one of our plow trucks that turned out exceptional. Last Regular Village Board Meeting Minutes July 25, 2017. Page 3 of 6 years truck was a 1997 and this one is a 1995 Plow Truck with similar miles. This truck has 33,675 miles on it. Monroe Truck Equipment provided the lowest proposal to refurbished and was the same outfit that refurbished last years vehicle with excellent results. The Mayor asked what the cost of a new truck is and Brad responded approximately $150,000. The amount budgeted for this project was $50,000.

E. (Action) Consideration and Approval of an Ordinance Amending S30.08 of Title III of the Wauconda Village Code Providing for the Standard Committees of the Village Board and Membership Thereof (Ordinance No. 207 7-O-21) (Pgs. 103-107)

Trustee Howe: We included a detailed list of qualifications for Economic Development. His opinion is, we don’t want to get too detailed on qualifications because we do not want to discourage applications. His proposal is to omit the last two sentences of Sub-section “Cl regarding eligibility. Trustee Starkey agreed with this proposal.

G. (Discussion) Building Permits for Flood Repair

Mayor Knight stated in light of all the flooding in the area, he recommends that we waive any building permit fees to ease the burden for the residents. Trustee Schlick asked if there was going to be a validation process. It was recommended to require documentation (pictures) with the permit application. It was agreed to waive fees for 30 days. It was confirmed by

Rudy Magna that a motion can be taken on this discussion item as it is an administration item.

Motion to Approve waiver of permit fees for permits issued due to flood damage repairs for the next 30 days with proper documentation made by Trustee Starkey, second Trustee Morino.

11. Mayor's Report

Congratulations and thank you to Sgt. Jacobson for his 31 years of service. Thank to everyone who has helped with the recent flooding in the area. He attended the Synergy ground breaking ceremony for their 40,000 square foot addition and they are already planning for next expansion. The Village received great news from Moodys with a strong bond rating of Aa2. On a sad note, condolences to the Mers family with the passing of Rosemary Mers who was a long-time staple in our community.

12. Committee Reports & Trustee Comments

Trustee Starkey-

A shout-out to the Public Works and Township for keeping storm sewers clean and providing sandbags during the recent flooding. Condolences to the Mers family in the passing of Rosemary Mers.

Trustee Arnswald-

There is no committee report. Congratulations to Sgt. Tony Jacobson for his 31 years of dedicated service. He offered his condolences to the Mers family. He thanked the Public Works for the great job they are doing.

Trustee Black-

Congratulations to Sgt. Jacobson for his timed served and his retirement. Thank you Public Works for helping with the flooding in the LVVA neighborhood. Also, thank you Ed Lochmayer and advisory committee for daily reporting of Bangs Lake water levels. There were 552 cars at the 7/18 Cruise Night Event which was the 2" or 3" highest ever. Thank you to all who came out, businesses, Public Works and the volunteers.

Trustee Howe-

Congratulations to Sgt. Jacobson who has been a fixture here in Wauconda and has done great work for us. Thank you to all the residents for their patience in dealing with the water levels that we have had. Condolences to the Mers family. Thank you to Public Works for helping with the flooding.

They had a Marketing Committee meeting earlier this evening and they looking at making a recommendation after next month's meeting to get a new village electronic sign approved.

Trustee Schlick-

Congratulations to Sgt. Jacobson - 31 years of public service is a huge accomplishment. Condolences to the Mers family - huge loss for our community. Thank you Public Works with all the flooding help. Guns and Hoses will take place on August 1". It’s sold out but come out and support or Volunteer.

Trustee Morino-

Thank you Public Works. Congratulations to Sgt. Jacobson on his retirement. One of the things that makes Wauconda so special is the volunteer spirit. The last week we had two major events (Cruise Night and Trialathon) and the spirit of this town is what makes Wauconda a great place to reside and do business.
