Village of Winthrop Harbor President and Board of Trustees met August 15.

Here is the minutes provided by the Board:

The meeting was called to order by Mayor Bruno at 7:00 pm.

The following Elected Officials were present:

Mayor: Dr. Michael Bruno

Trustees: Buddy Hargett, John Levin, Robert Marabella, Dana McCarthy, Richard Robards, Hartmut “Fritz” Weiss

Also present:

Attorney, Robert Long

Julie Rittenhouse, Village Clerk

The Invocation was led by Pastor Doug Carlson from Grace Missionary Church, followed by the Pledge of Allegiance.

Approval of Minutes:

1 - A motion was made by Trustee Hargett and seconded by Trustee Weiss to approve the August 1, 2017 Regular Board Meeting Minutes as presented. Mayor Bruno declared the motion carried on the following roll call vote.

5 - A motion was made by Trustee Marabella and seconded by Trustee Robards to grant permission to the Lions Club to solicit donations on two corners: Lewis Avenue/Russell Road and Sheridan Road/9th Street on October 13th and 14th, 2017. 9 - A motion was made by Trustee Marabella and seconded by Trustee Robards to Award Contract for Fire Hydrant Flow/Water Main Capacity Testing and Creation of GSI Programming to ME Simpson – Not to Exceed $25,000.00. Mayor Bruno Declared the motion carried on the following roll call vote.

Public Hearings:

Rich Coombe – V.F.W. – Thanked the Board for the Proclamation for the Annual Buddy Poppy Sales. Also, on Saturday from 1pm-6pm is the Commander’s picnic and the entire staff is invited.

Margaret Lambert – 1229 Pennsylvania Ave. – speaking on behalf of her mother, Pauline Williams and her son Seth Williams, she respectfully requests the Board to reconsider renaming the park north of the Village Hall. She doesn’t look at it as a renaming, she looks at it as a unnaming. This is not in any way meant to disrespect Jana. The Resolution states “forever”. Please find another way to honor Jana rather than dishonoring her uncle. He was a dedicated servant. She also requested a public apology to her family.

Unfinished Business:

Trustee Hargett – Community Development

• Restaurant Survey – The EDC is trying to attract more restaurants to this area. The EDC would like to survey residents to see what they would like. One of the EDC members is an economist and had a colleague that was in the restaurant field. He will help review the survey before it goes out. It should go out about October. Please spread the word.

• We are looking to the EDC for recommendations for the Wheelwright Property. What to do with this property, what the best use is. Pat is working on a memo that summarizes their recommendations that should include a marketing plan. At this time we will leave the existing structure as is until we understand what the marketing interest is, unless it becomes an issue.

• Tonight we approved the Commercial Development Ordinance. There are things highlighted in the Comprehensive Plan that we will keep moving with and there will be more coming from the EDC and PZB. PZB will be looking at non-conforming lots.

Trustee McCarthy – Recreation Department

• Recreation Board is hosting Movie Night on Friday, August 25, 2017 at 8:30. Showing: “We Bought a Zoo”. There will also be a Movie Night on September 23, 2017 which will include a local truck event for the kids and families at 38 Acres. Concessions will be open.

Trustee Robards – Fire Department

• Asked if our Police Department Cars were affected with the carbon monoxide that was reported with some of the vehicles. Joel said there were no defects with our cars.

• Thanked Chief Stried for the monthly report. He asked him about the train victim and if he was still alive. Chief told him as far as he knew, yes he is still alive and that he was taken by Flight for Life.

Trustee Marabella – Public Works

• When I voted for the purchase of the property at 101 Sheridan Road, I voted for that building to be burned. It’s too close to Sheridan Road. It would be good practice for our Fire Dept. to do a controlled burn. The building is ugly and a death trap. We need to get rid of the building.

• Thanked Justin for the report

• July 22nd, 2017 was the electronics recycling – we received 30-40 thousand pounds of electronics.

Closed Session:

10 - A motion was made by Trustee Robards and seconded by Trustee Weiss to move the meeting into Closed Session Citing Collective Bargaining Pursuant to 5 ILCS 120/2 (c)(2) of the Open Meetings Act. Mayor Bruno declared the motion carried on the following roll call vote and the meeting moved into Closed Session at 7:39 pm.

Open Session:

11 - A motion was made by Trustee Robards and seconded by Trustee Marabella to move the meeting into Open Session with no action taken. Mayor Bruno declared the motion carried on the following roll call vote and the meeting moved into Open Session at 8:03 pm.
