Village of Winthrop Harbor President and Board of Trustees met August 1.

Here is the minutes provided by the Board:

The meeting was called to order by Mayor Bruno at 7:00 pm.

The following Elected Officials were present:

Mayor: Dr. Michael Bruno

Trustees: Buddy Hargett, John Levin, Dana McCarthy, Hartmut “Fritz” Weiss

Also present:

Attorney, Robert Long

Julie Rittenhouse, Village Clerk

The Invocation was led by Tom from North Point Church, followed by the Pledge of Allegiance.

Approval of Minutes:

1 - A motion was made by Trustee Hargett and seconded by Trustee Levin to approve the July 18, 2017 Appropriation Hearing Minutes as presented. Mayor Bruno declared the motion carried on the following roll call vote.

Ayes: (3) Hargett, Levin, McCarthy

Nays: (0)

Absent: (2) Marabella, Robards

Passed: (1) Weiss

2 - A motion was made by Trustee Hargett and seconded by Trustee McCarthy to approve the July 18, 2017 Regular Board Meeting Minutes as presented. Mayor Bruno declared the motion carried on the following roll call vote.

Ayes: (3) Hargett, Levin, McCarthy

Nays: (0)

Absent: (2) Marabella, Robards

Passed: (1) Weiss

Mayor’s Report:

Resolution 2017-R-23 A Resolution Regarding the Release and Non-Release of Certain Minutes of Closed Session

3 - A motion was made by Trustee Weiss and seconded by Trustee Levin to approve the Resolution 2017-R-23 as presented. Mayor Bruno declared the motion carried on the following roll call vote.

Nays: (0)

Absent: (2) Marabella, Robards

Resolution 2017-R-24 An Appointment Resolution Appointing Celia Benitez as Full-time Administrative Clerk

4 - A motion was made by Trustee Hargett and seconded by Trustee Weiss to approve the Resolution 2017-R-24 as presented. Mayor Bruno declared the motion carried on the following roll call vote.

Trustee Hargett explained how this would allow her to get more done and free up Pat for other projects. She’s a great asset.

New Business:

5 - A motion was made by Trustee Weiss and seconded by Trustee McCarthy to approve Accounts Payable Warrant W2017-6 in the amount of $144,994.90. Mayor Bruno declared the motion carried on the following roll call vote.

Public Hearings:

Megan Blue – 941 Park Avenue –neighbor at 945 Park Avenue has siding and soffits that are missing so birds are going into the house. There are at least seven (7) wild cats running around outside. She can’t work in her flower beds because the cats use it as a litter box. The neighbor also has so much over growth everywhere. Is there anything the Board or CSO’s can do?

Mr. Davis thanked the Mayor and Board for trying to fix the problem with this neighbor. He was at the last meeting with the same complaint.

Greg Jackson, Gregory Jackson Consulting – presented the board with an update for the month of July 2017, listing everything that he had done. He talked about the Intergovernmental Breakfast/Workshop. Working with all of the Department Heads and how he put together a PowerPoint presentation. He thought it was a great success and we made some great contacts. He talked about funding for post 911 costs, Public Works facility and Parks and Recreation.

Unfinished Business:

Trustee Hargett – Community Development

• We have officially closed on the property at 101 Sheridan Road. Public Works secured the property. The Police will do additional patrols. We will continue the discussion at the next EDC meeting to determine the best use and how to market it. It will be brought to the board as soon as there is a recommendation.

• In Cranes and a couple of other publications, Winthrop Harbor was featured as one of the top 4 housing markets in the Chicagoland Area. Beach Park was also referenced. Houses are moving very quickly and the values are up.

Trustee McCarthy – Recreation Department

• Thanked Mr. Jackson for his work so far and the report.

Trustee Weiss – Finance Department

• Thanked Mr. Jackson for the report. It’s a nice first step and good progress.

Mayor Bruno

• Thursday, July 20th was the Intergovernmental Breakfast. It was an awesome event. Thanked Greg Jackson for organizing it. It was well attended and we had a lot of positive feedback. The Department Heads did an outstanding job. I’m very lucky to be Mayor of this Village because we have a lot of great Department Heads.

• Saturday, July 22nd- thanked Bill & Danny for their hard work with the Electronics Recycling. There were 5 bays full of electronics.

• Thursday, August 1st- attended a Sand Management Meeting at the Winthrop Harbor Yacht Club. Very informative. We’re losing about a truck load of sand from our beach each week. I will be attending other meetings.

• Everyone received a restaurant menu. Please review. It will be on an agenda in September.
