3.1. City Council: August 15, 2017
3.2. Committee of the Whole: August 15, 2017 Both sets of minutes will be approved at the Regular City Council Meeting this evening.

5.1. 09/05/2017 AP Warrant List City Manager Coren stated the final payment to Advanced Disposal is being paid. There were no questions or concerns regarding the warrant list.

7.1. Consideration of a Resolution Approving an ARC Application for Façade Changes and New Signage (252 Green Bay Road-Slyce Coal Fired Pizza). As per the Appearance Review Committee, the street added will be added to the signage. The columns will also be changed in design to look more like columns.
7.2. A Presentation by the PGA Tour on the 2018 Constellation Senior Players Championship and a Request to Utilize the Drive on Michigan Avenue as the Main Entrance for the Event in July 2018. Chris Montagano, of the Western Golf Association provided a presentation by the PGA Tour on the 2018 Constellation Senior Players Championship. Their plan is to have the main entrance to the event at the Alexander House off Michigan Avenue. The Alexander House is in the Highwood jurisdiction. Currently, there is a gate at this location, which they would like to be kept open during the week of the the PGA event in July 2018. It is expected there will be over 30,000 fans attending the event over that week. Michigan Avenue would also be a part of the shuttle route, on Michigan from Maple to Green Bay Road. On Michigan in this area, would be limited to 1 way traffic so the shuttle busses would park on the south side of the street, and no other parking allowed in the area during the tournament. A special pass would be available to those living in the area to come and go from their homes without interferences. Signage for parking restrictions will be handled by the PGA. The shuttle route will be Prairie Avenue to High Street to Michigan Avenue.
7.3. Consideration of a Motion Directing the City Manager to Close Green Bay Road in the Area Depicted in the Provided Map From September 22-24 for the Starving Artists Festival. Amy Amdur presented her proposal for the Starving Artists Festival, which would be set up Friday evening at 5:00 P.M. September 22nd and taken down Sunday evening September 24, 2017. It will be located on Green Bay Road from the north side of the first alley north of Highwood Avenue to the Recreation Center. It is proposed to have food venders, opening up to Highwood locations first, and then to the outside, plus a music venue. The Council stated it is up to Ms. Amdur to communicate immediately not only with the businesses but also the church as their parking will be blocked.
7.4. A Discussion on a Letter From the President of the Highwood Historical Society Regarding the 150th Anniversary of the Founding of the City of Highwood. Teta Menuzo of the Highwood Historical Society presented the proposed 150th Anniversary of the founding of Highwood. The minimum she is looking to the City for would be a Resolution plus public relations, which the Council appeared amicable. The Historical Society would also appreciate a monetary donation towards the celebration. The Board of the Highwood Historical Society will meet next Thursday night to plan the proposed anniversary event.
7.5. Consideration of a Resolution Directing the City Manager and City Attorney to Sell Surplus Property Adjacent to 720 Sheridan Road to Dr. Jeff Kordell for $5000, to be Put in Escrow for Landscape Improvements. The property sale is positive for the City as the property will be back on the tax roles.
7.6. Consideration of an Ordinance Approving a Plat of Consolidation for the Property Located at 326-328 North Avenue, Highwood, Illinois and a Corresponding Map Amendment Regarding the Same. This consolidation will result in one single family dwelling on 2 lots. The Council is in favor of the consolidation.
7.7. Consideration of a Motion Directing the City Manager to Sign Amendment Number Three to the Water Tower Lease Agreement with SprintCom, Inc. The Council agreed with the lease agreement upon attorney review. There would still be annual escalations.
7.8. A Discussion and Review of the Initial Pumpkinfest Documents. There is a schedule of events, facility events, plus the planning of a Community Appreciation night on Thursday of the weekend event.
7.9. A Discussion on the June 2017 Treasurer’s Report. City Manager Coren reviewed the June 2017 Treasurer’s Report. There will be a drop in the annual sales tax received by the City as 2% of the tax will automatically go to the State of Illinois with the passage of their new budget.
City Manager Coren reviewed the results and process of the Engineering RFQ.
