Here is the agenda provided by the Board:

A. Approval of Minutes of the Village Board Meeting, September 18, 2017

B. Semi-Monthly Warrant Register Dated October 2, 2017 Totaling $403,216.81

Resolution Adopting the 2017 Lake County All Natural Hazards Mitigation Plan (Assign Reso. #2017-10-014) 2 Summary: The Lake County Hazard Mitigation Planning Committee has prepared a 2017 update of the Lake County All Natural Hazards Mitigation Plan that reviews the County’s options to protect people and reduce damage from hazards. The Plan has been conditionally approved by the Illinois Emergency Management Agency and the Federal Emergency Management Agency. For the Village of Lake Zurich to qualify for flood buyouts and other mitigation projects, it must adopt this plan.

D. Approval of 20-Year Community Investment Plan Summary: The Community Investment Plan (CIP) is the long-term capital spending plan for the Village, providing a 20-year forecast of all proposed municipal capital demands including infrastructure, land improvements, equipment, technology and the municipal fleet. The CIP is a critical component of the yearly budget cycle and should be viewed as a planning tool and multi-year reference document. Recommended Action: Motion to approve the Consent Agenda as presented. (Roll Call Vote)

A. Authorization to Proceed with Water Meter Replacement Program and Approval of Agreements with Siemens Corporation, HD Supply, Sensus, and Superion in the Amount Not-to-Exceed $3,500,000 (Trustee Weider) Summary: Staff has worked in conjunction with Siemens Corporation to develop a Village-wide water meter replacement and wireless meter read program as a solution to the 20% unbilled water consumption. Under this proposed program, approximately 6,600 water meters and transmitters will provide hourly wireless readings. The funding for this project is expected to exceed $3.2 million to be recouped over approximately 15 years through accurately billed consumption of water. As presented at the previous Village Board meeting on September 18, 2017, Staff proposes a capital lease with U.S. Bancorp Government Leasing and Finance Inc. to provide funding for the contract with Siemens for $3 million, which will provide the majority of the funds needed for the project. Additional one-time and annual operating expenses will be funded through the Water and Sewer Fund. Staff is requesting approval to proceed with the water meter replacement project scope and authorization of contracts with Siemens Corporation, HD Supply, Sensus, and Superion in the Amount Not-to-Exceed $3,500,000. Recommended Action: A motion to approve the water meter replacement project scope and authorization of contracts with Siemens Corporation, HD Supply, Sensus, and Superion in the Amount Not-to-Exceed $3,500,000. 3

B. Ordinance Amending Title 7, Chapter 5, Section 6 of the Village of Lake Zurich Municipal Code Related to Water Meter Regulations and Fines (Assign Ord. #2017- 10-217) (Trustee Weider) Summary: In order to facilitate the Village-wide water meter replacement program with Siemens Corporation and provide proper regulations for the use and ownership of municipal water meters, Staff proposes this Ordinance amending a section of the Village Code that governs water meters. Changes include adding or increasing fees related to tampering, removing, or disabling water meters, obstructing access to water meters, or failing to cooperate with the Village to schedule replacement of water meters. Recommended Action: A motion to approve Ordinance 2017-10-217 Amending Title 7, Chapter 5, Section 6 of the Village of Lake Zurich Municipal Code Related to Water Meter Regulations and Fines.
