Village of Vernon Committee of the Whole met October 17.

President Byrne called the meeting to order at 7:17 p.m.
In Attendance: President Byrne, Trustees Koch, Hebda, Marquardt, Schultz, and Oppenheim, Trustee Takaoka was absent. A quorum was established.
Also present were: Village Manager Kalmar, Assistant Village Manager Carey, Chief Kreis, Deputy Chief Davies, Finance Director Larson, Assistant to the Finance Director Bourdeau, Building Commissioner Atkinson, Public Works Director Brown, Attorney Brankin, and Recording Secretary Fischbach.
1. Approval Of Committee Of The Whole Meeting Minutes Of October 3, 2017
Motion by Trustee Schultz, second by Trustee Marquardt, to approve Committee of the Whole Minutes for the October 3, 2017.

Ayes: 5 - Marquardt, Oppenheim, Hebda, Schultz, Koch
Nays: 0 - None
Absent And Not Voting: 1 - Takaoka

2. Request From Vernon Hills. High School, To Operate A Outdoor Special Event at 145 Lakeview Parkway
Brian McDonald, representing Vernon Hills High School (VHHS), requested approval of an outdoor special event for its 5K Run. The “Cougar Community 5K Classic' would be open to the public with proceeds benefiting hurricane relief efforts. Up to 300 participants are anticipated.
The event would take place on Sunday, November 12, 2017 from 8:00 am to noon. The Run would be staged from the Rust-Oleum field. The race route continues through the WHHS property then east onto CDW property. The route continues around the CDW, then west on Lakeview Parkway, then south on Fairway Drive and ending back on Rust-Oleum field. The route does not cross any major streets.
Section 16.7.6 of the Zoning Code authorizes the Village Board to approve outdoor uses within the BP, Business Park District,
If the COW feels that the special event is appropriate, staff should be directed to prepare a Resolution approving the “Cougar Community 5K Classic' subject to the following conditions:
1. The special event shall take place on Sunday, November 12, 2017 from 8:00am until noon.
2. Compliance with the application and site plan dated September 27, 2017.
3. Race marshals shall be stationed at appropriate locations along the race route to direct runners.
Motion by Trustee Marquardt, second by Trustee Hebda, to approve a request from the Vernon Hills High School, to operate an outdoor special event at 145 Lakeview Parkway.
