Review/Approval of Minutes.

Motion by J. Herchenbach, seconded by K. Anderson to approve the Planning and Zoning Commission meeting

minutes of October 4, 2017.

PUBLIC HEARING PZC-16-2017 - 3000 WEST ILLINOIS ROUTE 60, HOME DEPOT (Continued from October 4, 2017)

Petitioners were Sworn In

Mr. Tim Daly with Home Depot (3000 W. IL Route 60, Mundelein) was sworn in.

Colleen Malec, Associate Planner, stated the history of the outdoor storage at Home Depot and the need for the

variation. In 2004 when the Home Depot was constructed they received a variation to allow seasonal outdoor

storage and display in a specified area. Over the years and the success of Home Depot the outdoor storage and

display area has grown outside of its boundaries and is no longer in conformance with the original site plan.

Mr. Daley walked the Commission through the areas outside of the store that are used for the sale and storage of

seasonal merchandise, as well as how the new site plan would allow them to meet operational needs while

keeping walkways clear for shoppers and pedestrians. There was a recommendation from staff to add a 

crosswalk to the front of the outdoor area that would add more visual awareness for pedestrians and drivers, 

and  to add an eight foot fence along the rear of the property to screen storage from the property to the rear, 

which is currently undeveloped and zoned for residential.

Commission Discussion/Comments/Questions

There was discussion regarding the proposed fence behind the property with regard to material, location,

interference with truck turnaround, relationship with the undeveloped land behind Home Depot, safety, and

security.

The commissioners questioned alternate locations on the property for storage of seasonal merchandise that did

not necessitate a fence.

Commissioners requested to continue the hearing to the next Planning and Zoning Commission meeting on

November 1, 2017 and for Staff to clarify the material and location of the fence and define the parameters of the

crosswalk and its location.

Motion by J. Herchenbach, seconded by K. Garesche, to continue Public Hearing PZC-16-2017 for 3000 West

Illinois Route 60, Home Depot to November 1, 2017 at 7:00 pm.

FINDINGS OF FACT PZC-15-2017, 1 CARMEL PARKWAY, CARMEL CATHOLIC HIGH SCHOOL

Motion by J. Herchenbach, seconded by R. Rose to approve the findings of fact for a of a variation to Table 20.52-1

of Section 20.52.050 to allow a 45 foot high flagpole at 1 Carmel Parkway.

Public Meeting 911-913 Tower Road, Reinders, Inc.

Colleen Malec, Associate Planner gave a brief history of the property. Reinders originally intended to utilize the

whole parcel for their project. However, the plan was scaled back and they decided to use only half of the parcel,

requiring the subdivision.

Craig Reinders explained the challenges they faced developing the property that included wetlands and the

movement of another facility from Vernon Hills to Buffalo Grove, which required the Mundelein facility to be

smaller than originally planned. Retention has already been taken into consideration and there will be a shared

parking easement.

Motion by, T. Georges, seconded by J. Herchenbach to recommend approval of a Preliminary and Final Plat of

Subdivision for 911 and 913 Tower Road, Mundelein, Illinois.

ABSENT: None
