City of Highwood City Council met November 7.

Here is the minutes provided by the Council:

Call To Order by Mayor Pecaro at 7:37 p.m.

1. Roll Call

Present: Mayor Pecaro, Aldermen: Grice, Falberg, Hospodarsky, Fiore, Peterson, Slavin Also Present: City Manager Coren, City Attorney Ferolo, Administrative Assistant Litjens, City Clerk Baruffi

2. Pledge of Allegiance

All those in attendance recited the Pledge of Allegiance.

3. Review of Minutes to be Approved

3.1. Moved by Alderman Hospodarsky, seconded by Alderman Falberg to approve the City Council: October 17, 2017 minutes with the small modification. All present voting aye, by voice vote, motion carried.

3.2. Moved by Alderman Peterson, seconded by Alderman Falberg to approve the Committee of the Whole: October 17, 2017 minutes as presented. All present voting aye, by voice vote, motion carried.

4. Appointments (Mayor Pecaro)

4.1. Moved by Alderman Fiore seconded by Alderman Grice to authorize the Mayor’s appointment of Barbara Cizek to the Library Board. All present voting aye, by voice vote, motion carried.

4.2. Moved by Alderman Fiore, seconded by Alderman Slavin to authorize the Mayor’s appointment of Diana Joren to the Library Board. All present voting aye, by voice vote, motion carried.

5. Approval of Warrant List:

5.1. Moved by Alderman Falberg, seconded by Alderman Fiore to approve the 11/07/2017 AP Warrant List. All present voting aye, motion carried.

Vote:

Yes: Aldermen: Falberg, Fiore, Grice, Hospodarsky, Peterson, Slavin

City Manager Coren will clarify a payment in his weekly Manager’s report.

6. Public Input Items Not On Agenda

7. Mayor’s Report

The Holiday Festival is scheduled for November 18, 2017; from 2:00- 7:00 p.m., with a lighting at 5:30 p.m. There will be a Cookie Walk for the children. The various participating bars will each serve a different drink for the 12 drinks of Highwood. Carolers will provide music for the festivities. Alderman Falberg announced he is going into a business venture in the community. He will still be able to be an alderman, however, due to the nature of business, he will recuse himself from voting on issues dealing with liquor.

9. Treasurer ’s Report

9.1. Moved by Alderman Fiore, seconded by Alderman Falberg to approve the August 2017 Treasurer’s Report. All present voting aye, by voice vote, motion carried.

9.2. Moved by Alderman Hospodarsky, seconded by Alderman Fiore to approve the September 2017 Treasurer’s Report. All present voting aye, by voice vote, motion carried.

12.1. 17-R-36 Moved by Alderman Falberg, seconded by Alderman Fiore to authorize a Resolution Approving Adaptive Re-use Concept for the Old Highwood Fire Station (428 Green Bay Road). All present voting aye, by voice vote, motion carried.

12.2. 17-R-37 Moved by Alderman Grice, seconded by Alderman Fiore to authorize a Resolution Approving Door and Window Signs for the “Fitness for Active Adults” Fitness Center (742 Sheridan Road, Unit No. 4). All present voting aye, by voice vote, motion carried.

12.3. 17-R-38 Moved by Alderman Fiore, seconded by Alderman Slavin to authorize a Resolution Waiving Competitive Bidding and Directing the City Manager to Enter into a Contract with Peter Baker & Son, Co. to Repair the Library Parking Lot in an Amount Not to Exceed $90,000. All present voting aye, motion carried.

City Manager Coren reported the City has received ½ of the parking shortfall fee imposed on the church for the paving of the Library lot.

12.4. Moved by Alderman Falberg, seconded by Alderman Peterson to approve a Motion Agreeing to an Amended Fee Structure for Klein, Thorpe & Jenkins Legal Fees. All present voting aye, motion carried.

Vote:

Yes: Aldermen: Falberg, Peterson, Slavin. Grice, Fiore, Hospodarsky

The increase equates to 2 ½ % or approximately $5.00 across the board.

12.5. 17-O-31 Moved by Alderman Falberg, seconded by Alderman Fiore to waive the first reading and approve an Ordinance Amending 10-5-1: County Regulations Adopted in the Highwood City Code to Update the Adoption of the Lake County Development Ordinance. All present voting aye, motion carried.

12.6. 17-R-39 Moved by Alderman Slavin, seconded by Alderman Fiore to authorize a Resolution Approving a Request from the PGA Tour to Use the Entrance to Exmoor Country Club on Michigan Avenue as the Main Gate for the 2018 Senior Players Championship. All present voting aye, by voice vote, motion carried.

It was emphasized to get the Chamber involved to maximize the involvement of the City during the PGA event.

15. Adjournment Moved by Alderman Peterson, seconded by Alderman Fiore to adjourn the meeting. All present voting aye, by voice vote, motion carried. Mayor Pecaro adjourned the meeting at 7:54 p.m.
