Village of Vernon Hills President and Board of Trustees met November 7.

Here is the minutes provided by the Board:

I. Village Manager Kalmar called the meeting to order at 7:12 p.m.

II. Roll call indicated the following Board Members present: Trustees Koch, Hebda, Marquardt, Oppenheim, and Schultz. President Byrne and Trustee Takaoka were absent. A quorum was established.

Also present were: Village Manager Kalmar, Assistant Village Manager Carey, Building Commissioner Atkinson, Chief Kreis, Public Works Director Brown, Finance Director Larson, Assistant to the Finance Director Bourdeau, Village Attorney Brankin and Recording Secretary DeAnda

Motion by Trustee Schultz, second by Trustee Oppenheim, to appoint Trustee Koch as President Pro Tem, All in favor vote. Motion carried.

III. The Pledge of Allegiance was given.

IV. Citizens Wishing to Address the Board.

President Byrne arrived at 7:19pm

V. Officials Reports

A. Village President

1. Appointment of Mark Peterson to the Board of Trustees of the Police Pension Fund

Mayor Byrne recommended the appointment of Mark Peterson to fill the vacancy on the five (5) member Board of Trustees of the Police Pension Fund.

Motion by Trustee Koch, second by Trustee Marquardt, to approve the appointment of Mark Peterson to the Board of Trustees of the Police Pension Fund effective immediately with term expiring on May 1, 2019.

Nays:0– None

Absent And Not Voting: 1 - Takaoka Motion carried.

VM Kalmar gave Mr. Peterson the oath of office.

1. HolidayTree and Menorah Lighting on November 25 at 4PM at the Vernon Hills Golf Course

AVM Carey detailed the activities and invited everyone to attend the Holiday Tree and Menorah lighting on November 25 at 4 pm at the Wernon Hills Golf Course.

D. Finance Director/Treasurer

1. Presentation and Acceptance of the 2016/17 Comprehensive Annual Financial Report

Finance Director Larson introduced Dan Berg, a partner with Sikich LLP to present the Village's annual audit findings. She stated this is the Village’s second year working with Sikich after more than ten years of working with a prior audit firm. The transition to a new firm like Sikich has led to a very thorough audit of records with a new perspective and to some suggested changes to how certain items have been previously done. Mr. Berg discussed the Management Letter and the findings in FY 2016-17 Comprehensive Annual Financial Report (CAFR). The Management Letter was included in the packet and the CAFR was available at the dais and can be found on the Finance Department's webpage.

Mr. Berg stated the Management Letter is the status of comments which were outstanding as of April 30, 2016 and all items have been resolved or addressed to their satisfaction. He stated the audit went very well. He stated government auditing standards require an annual financial report. This was a Comprehensive Annual Financial Report which is above government auditing standards,

Motion by Trustee Hebda, second by Trustee Schultz, to accept the 2016/17 Comprehensive Annual Financial Report.

VIII. New Business/Communications

A.Other Items

Trustee Koch noted that a group of mayors in the news trying to find a way to work with the State about placement of small cell sites. Municipalities are adamant that placement of these units must be governed and approved by the municipalities where cell companies are looking to increase signal. Village Manager Kalmar stated the Village is working through our lobbyist, the Northwest Municipal Conference and he has spoken to Representative Sente to provide comments and direction on this new law.

Due to the Thanksgiving holiday, Trustee Schultz asked to move the November 21 meeting to November 28. The COW concurred and determined to move the December 5 meeting to December 12.

Trustee Schultz noted Hawthorn Middle School South was hosting a Veteran’s breakfast on November 9.

Trustee Schultz, noted he attended the Vernon Hills High School production of “Curtains' and it was outstanding. Trustee Schultz stated something has to be done in regard to the shootings occurring in this country,
