Village of Lincolnshire Committee of the Whole met November 27. 

Here is the minutes as provided by the committee:

Roll Call 

Mayor Brandt called the meeting to order at 7:17 p.m. and Deputy Village Clerk/Village Manager Burke called the Roll. 

2.0 Approval Of Minutes 

     2.1 Acceptance of the November 13, 2017 Committee of the Whole Meeting Minutes 

     The minutes of the November 13, 2017 Committee of the Whole Meeting were approved as submitted. 

3.0 Items of General Business 

     3.1 Planning, Zoning and Land Use 

          3.11 Consideration of an Ordinance Granting a Special Use Permit for an Assembly Use (Ascension of                         Our Lord Greek Orthodox Church for Daniel Wright School Property, 1370 Riverwoods Rd.) 

Economic Development Coordinator Zozulya provided a summary and update of a Zoning Board recommended Ordinance granting a Special Use Permit for an Assembly Use for Ascension of Our Lord Greek Orthodox Church for Daniel Wright School property. Economic Development Coordinator Zozulya noted four conditions the Zoning Board recommended have been placed into the proposed Ordinance and pertain to the expiration and hours of operation. 

It was the consensus of the Board to place this item on the Consent Agenda for approval at the next Regular Village Board Meeting. 

     3.2 Finance and Administration 

          3.21 Consideration of Final Changes to the Proposed Fiscal Year 2018 

Budget (Village of Lincolnshire) 

Village Manager Burke noted a spreadsheet was included in the packet summarizing all the changes to the proposed budget since its presentation at workshop meetings in October and November. Village Manager Burke noted the budget is balanced as presented. 

It was the consensus of the Board to place this item on the Consent Agenda for approval at the next Regular Village Board Meeting. 

          3.22 Consideration of Third Amendment to Economic Incentive Agreement with Interior Investments, LLC                    (Interior Investments and Village of Lincolnshire) 

Village Manager Burke noted this item was discussed briefly during one of the Budget Workshops and updated the Board regarding the request from Interior Investments. The proposed amendment remains the same as previous agreements in terms of details with the only amendment extending the expiration date of the Agreement for five additional years. 

It was the consensus of the Board to place this item on the Consent Agenda for approval at the next Regular Village Board Meeting. 

          3.23 Report Regarding Village of Lincolnshire Workers Compensation and General Liability Insurance                           Program (Village of Lincolnshire) 

Village Manager Burke passed out history information and provided a report regarding Village of Lincolnshire Workers Compensation and General Liability Insurance Program. 

A discussion regarding timelines for renewal and possibly leaving the joint government High Excess Liability Pool (HELP) followed. 

Trustee McDonough provided information regarding insurance brokers and suggested getting quotes each year but never have a relationship with the same broker for more than three years. 

Village Attorney Simon disclosed that Ancel Glink is the Village Attorney for HELP. 

Village Manager Burke noted a formal report and recommendation would be presented to the Board at the December 11, 2017 meeting.

Trustee Grujanac moved and Trustee Servi seconded the motion to adjourn. Upon a voice vote, the motion was approved unanimously and Mayor Brandt declared the meeting adjourned at 7:50 p.m.
