Call to Order
The Liquor Commission of the Village of Mundelein held a meeting Monday, November 13, 2017 at 300 Plaza Circle, Mundelein. Liquor Commissioner Lentz called the meeting to order at 8:33pm.

Liquor Citation - Emil's Sports Bar
Attorney LaLuzerne stated that the purpose of the meeting is to address a citation on J. R.T. Enterprises Inc. d/b/a Emil's Sports Bar & Pizza, 604 North Lake Street dated October 30, 2017. He stated that on October 15, 2017 the licensee allowed persons to be in the premises after closing hours of 3:00AM, in violation of Section 5.76.240 of the Village's Municipal Code, and allowed delivery of alcoholic liquor to an intoxicated person in violation of 235 ILCS 5/6-16(a)(1). Attorney LaLuzerne clarified that this citation is not the result of a compliance check but rather stems from the incident on October 15 whereby an employee was found unresponsive and later died. He added that the investigation showed the individual had consumed alcohol well past intoxication after closing hour, with a Blood Alcohol Concentration 3-4 times the legal limit.
Attorney La Luzerne noted that Manager Michael J. Bowes and President John J. Bowes, Jr. have been cooperative and agreed to significant changes, even taking the lead on Several initiatives. He added that they have had a Village liquor license for 40 years and that this is an unprecedented event.
Attorney LaLuzerne Stated that a fine of $3000 is proposed (the highest ever in the Village of Mundelein), along with the following stipulations:
-liquor license suspended for 48 hours, with the suspension stayed until April 30, 2018 when the Current license expires
-no violations can occur during this stay
-the manager on duty on October 15 has been removed from any interaction with alcohol
-closing time on Friday and Saturday has been changed from 3:00am to 2:00am until April 30.
-no employees will consume alcohol while on duty
-employees will not be allowed to remain on the premises after closing
-all BASSETT-certified employees will undergo a refresher course
-all alcohol-related policies will be reviewed at each shift change
-all stipulations will be posted in the employee area as a daily reminder
Michael Bowes stated that this was a terrible night in a long history of being a stand-up business in Mundelein. He confirmed that the stipulations will be taken seriously, adding that security cameras have been installed.

Liquor Commissioner Lentz Confirmed that the Liquor Control Commission will accept the offer proposed by Attorney LaLuzerne.

Liquor Commissioner Lentz described the event of October 15th as tragic, adding that there should be and will be consequences incurred by the owners. He noted that both the State of Illinois Liquor Control Commission and the Lake County Health Department are reviewing the case, in addition to the Mundelein Police Department investigation. He noted that this set of fines and penalties is the most serious ever levied by the Mundelein Liquor Control Commission. He concluded by noting that Emil's has always had a strong presence in Mundelein, expressing hope that their positive reputation will eventually be restored.
