City of Highwood City Council met April 03. 

Here is the agenda as provided by the council:

Call to Order by Mayor Pecaro at 7:55 p.m.


     1. Roll Call

Present: Mayor Pecaro, Aldermen: Grice, Falberg, Hospodarsky, Peterson, Slavin

Absent: Alderman Fiore

Also Present: City Manager Coren, City Attorney Jablecki, City Clerk Baruffi, Administrative

Assistant Litjens

     2. Pledge of Allegiance

All those in attendance recited the Pledge of Allegiance

     3. Review of Minutes to be Approved

          3.1. Moved by Alderman Falberg, seconded by Alderman Slavin to approve the City

                  Council: March 20, 2018 as presented. All present voting aye, by voice vote,

                  motion carried.

          3.2. Moved by Alderman Hospodarsky, seconded by Alderman Slavin to approve the

                 Committee of the Whole: March 20, 2018 with the change of Department of Labor

                  to Department of Interior. All present voting aye, by voice, motion carried.

     4. Appointments (Mayor Pecaro)

     5. Approval of Warrant List:

Moved by Alderman Peterson, seconded by Alderman Falberg to approve the 04/03/2018 AP

Warrant List as presented. All present voting aye, motion carried.

Yes: Aldermen: Peterson, Falberg, Grice, Slavin. Hospodarsky

Absent: Alderman Fiore

          5.1. Moved by Alderman Peterson, seconded by Alderman Slavin to approve the

                 04/17/2018 AP Warrant List as presented. All present voting aye, motion carried.

Absent: Alderman Fiore

     7. Mayor’s Report

Mayor Pecaro announced he attended a naturalization ceremony for area persons whom

represented 43 different countries of origin.

     9. Treasurer ’s Report

          9.1. Moved by Alderman Falberg, seconded by Alderman Peterson to approve the

                 February 2018 Treasurer ’s Report as presented in the Committee of the Whole

                  Meeting. All present voting aye, by voice vote, motion carried.

Moved by Alderman Falberg, seconded by Alderman Slavin to waive the first reading and the

competitive bidding to authorize a Motion Authorizing the City Manager to Accept a Proposal from

Christopher Burke Engineering to Provide Professional Services Related to the Design and

Construction Engineering for Euclid Avenue and Euclid Court in an Amount not to Exceed

$36,600. All present voting aye, motion carried.

Absent: Alderman Fiore

Note: Alderman Falberg recused himself and left the room at 7:59 P.M.

          12.1. 18-O-5 Moved by Alderman Slavin, seconded by Alderman Peterson to waive

                     the first reading and approve an Ordinance Regarding Zoning Variations for 454

                     Sheridan Road-Parking Variance and Brewery/Distillery up to 7,000 Square Feet.

                     Motion carried.

Yes: Aldermen: Slavin, Peterson, Grice, Hospodarsky

Absent: Alderman Fiore

Recused: Alderman Falberg

          12.2. 18-O-6 Moved by Alderman Slavin, seconded by Alderman Peterson to waive

                    the first reading and approve as amended an Ordinance Approving Certain

                    Amendments to the Highwood City Code Related Thereto for the Creation of

                    Liquor License Class M for Craft Distilleries and Liquor License Class N for Craft

                    Distilleries/Breweries. Motion carried.

Yes: Aldermen: Slavin, Peterson, Grice, Hospodarsky

Absent: Alderman Fiore

Recused: Alderman Falberg

Note: Alderman Falberg returned to the room at 8:04 P.M.

          12.3. Moved by Alderman Falberg, seconded by Alderman Hospodarsky, to authorize a

                   Motion Directing the City Manager to Enter into a Contract with the Regional

                   Emergency Dispatch (RED) Center to Provide Monitoring and Dispatching

                   Service to the City of Highwood. All present voting aye, motion carried.

Absent: Alderman Fiore

          12.4. Moved by Alderman Hospodarsky, seconded by Alderman Peterson to authorize a

                    Motion Authorizing the City Manager to Contract with DeMarr Sealcoating and

                    Spend up to $15,000 to Update the Painted Street Stripes in Downtown

                    Highwood. All present voting aye, motion carried.

Absent: Alderman Fiore

Adjournment : Moved by Alderman Peterson, seconded by Alderman Hospodarsky to adjourn the

meeting. All present voting aye, by voice vote, motion carried. Mayor Pecaro adjourned the

meeting at 8:05 p.m.
