Here is the minutes provided by the council:

Call To Order by Mayor Pecaro at 7:38 p.m.

1. Roll Call

Those in Attendance: Mayor Pecaro, Aldermen: Falberg, Hospodarsky, Peterson, Slavin

Absent: Alderman Fiore

Also in Attendance; City Manager Coren, City Attorney Jablecki, City Clerk Baruffi, Administrative

2. Pledge of Allegiance

All those in attendance recited the Pledge of Allegiance

3. Review of Minutes to be Approved

3.1. Moved by Alderman Falberg, seconded by Alderman Hospodarsky to approve the City Council: September 18, 2018 minutes as presented. App present voting aye, by voice vote, motion carried.

3.2. Moved by Alderman Falberg, seconded by Alderman Slavin to approve the Committee of the Whole: September 18, 2018 minutes as presented. All present voting aye, by voice vote, motion carried.

4. Appointments (Mayor Pecaro)

5. Approval of Warrant List:

5.1. Moved by Alderman Peterson, seconded by Alderman Hospodarsky to approve the 10/16/2018 AP Warrant List for payment. All present voting aye, motion carried.

Absent: Alderman Fiore

6. Public Input Items Not On Agenda

Jeff Leon voiced his opinion regarding the Highwood Library, library access, and in his opinion of the need to be part of the CCS Consortium System. The Council suggested to Jeff to go to the Highwood Library Board and express his concerns as they are in the process of evaluating their services.

7. Mayor’s Report

7.1. Ann Flannigan Bassi Health Insura nce on the Federal Market Place

The Township office has moved to a new facility located now at 800 Central Avenue, in Highland Park. The new facility has ADA accessible food pantry. And will have an Open House, Tuesday; October 23, 2018, 5:30-7:00 p.m. Open Enrollment for Health Insurance is from November 1st through December 15th. The Township office has volunteers available to assist with the enrollment.

7.2. Highland Park/Highwood Legal Aide Clinic on Domestic Violence Awareness Month

Susan Schulman mentioned the $8,000.00 raised in the Celebrate Highwood Pumpkin run for their agency. October is Domestic Violence Awareness Month across the nation. The purple ribbon is a symbol of support for the brave domestic violence survivors.

7.3. Mayor Pecaro announced Trick or Treat hours, Wednesday; October 31, 2018; 3:30-7:00 p.m.

9.1. Moved by Alderman Falberg, seconded by Alderman Peterson to approve the August 2018 Treasurer ’s Report as presented in the Committee of the Whole Meeting. All present voting aye, but voice vote, motion carried.

12.1. 18-R-25 Resolution Approving an ARC Application for a Wall and Door Sign for a Microbrewery Known as Beermiscuous (552 Sheridan Road).

12.2. Consideration of a Resolution Approving an ARC Application for Window Signs at Street Level Studio (9 Highwood Avenue/250 Waukegan Avenue ).

12.3. 18-R-26 Resolution Approving an ARC Application for a Wall Sign for a New Restaurant Known as La Plancha Loca (548 Sheridan Road).

12.4. 18-R-27 Resolution Approving an ARC Application for a New Façade for a Portion of an Existing Shopping Center (800 Sheridan Road).

12.5. Consideration of a Motion Directing Staff to Proceed to Bidding for the Euclid and Euclid Court Avenue Construction Project.

12.6. 18-R-28 Resolution Requesting Metra Consider Adding an Express Stop at the Highwood Station When Train Schedules are Modified.

12.7. Motion Authorizing the City Manager to Sign a Supplemental Agreement to Operate the Fort Sheridan Metra Station.

12.8. 18-R-29 Resolution Approving an Amended Mutual Aid Agreement for the Northern Illinois Police Alarm System.

12.9. Consideration of a Resolution of the Corporate Authorities to Determine the Amount of the Tax Levy for the 2017 Tax Year.

12.10. 18-O-30 Resolution Authorizing the Execution of a Second Amendment to the Water Tower Lease Agreement with T-Mobile Inc. for the Location and Operation of Cellular Equipment on the City ’s Water Tower.
