City of Highwood City Council met September 18.

Here is the minutes provided by the council:

Call To Order by Mayor Pecaro at 7:56 p.m.

1. Roll Call

Present: Mayor Pecaro, Aldermen: Falberg, Hospodarsky, Peterson

Absent: Aldermen: Fiore, Slavin

Also Present: City Manager Coren, Assistant City Manager Martin, City Attorney Jablecki, Account Payable Clerk Litjens, City Clerk Baruffi

2. Pledge of Allegiance

All those in attendance, recited the Pledge of Allegiance.

3. Review of Minutes to be Approved

3.1. Moved by Alderman Falberg, seconded by Alderman Hospodarsky to approve the City Council: September 04, 2018 minutes as presented. All present voting aye, by voice vote, motion carried.

3.2. Moved by Alderman Falberg, seconded by Alderman Hospodarsky to approve the Committee of the Whole: September 04, 2018 minutes as presented. All present voting aye, by voice vote, motion carried.

4. Appointments (Mayor Pecaro)

5. Approval of Warrant List:

5.1. Moved by Alderman Peterson, seconded by Alderman Falberg to approve the 09/18/2018 AP Warrant List for payment as presented. All present voting aye, motion carried.

Vote:

Yes: Aldermen: Peterson, Falberg, Hospodarsky

Absent: Aldermen: Fiore, Slavin

It was noted the Scopelitti bills are for a 5 month period from March – July 2018.

7. Mayor’s Report

The Starving Artist’s Art Festival will be held September 29th -30th.

The Pumpkin Festival is October 5-7th, with the prelude of carving from October 1st-4th.

Mayor Pecaro announced today is Scott Coren’s 4th anniversary with the City of Highwood.

12.1. 18-R-23 Moved by Alderman Falberg, seconded by Alderman Hospodarsky to authorize a Resolution Approving Building Elevations, Landscape Plans, Colors, Materials and Lighting for A 31-Unit Mixed-Use Rental Apartment Building with Two Ground Floor Commercial Spaces of a Combined 5,700 Square Feet in Area (246 Green Bay Road). All present voting aye, by voice vote, including Mayor Pecaro, motion carried.

This has been approved by Planning and Zoning.

12.2. 18-R-24 Moved by Alderman Hospodarsky, seconded by Alderman Falberg to authorize a Resolution approving a 525 Square Foot Enclosed Bar Service Area Addition, a Steel and Wood Truss Canopy Roof Over 1000 Square Foot Outdoor Seating Area, Additional Wood Façade and Landscaping at Greenwood Restaurant (200 Green Bay Road). All present voting aye, by voice vote, including Mayor Pecaro, motion carried.

12.3. Moved by Alderman Falberg, seconded by Alderman Peterson to authorize a Motion Authorizing the City Manager to Execute an Intergovernmental Agreement with Lake Forest Regarding Shared Water Plant Operational Services. All present voting aye, motion carried.

Yes: Aldermen: Falberg, Peterson, Hospodarsky, Mayor Pecaro.

Absent: Aldermen: Fiore, Slavin

12.4. Consideration of Approval of the City of Highwood Housing Improvement Grant.

This will be discussed at a later meeting.

12.5. 18-O-22 Moved by Alderman Falberg, seconded by Alderman Hospodarsky to waive the first reading and approve an Ordinance Adopting a New Official Zoning Map for the City of Highwood, Which Includes the Recently Adopted Downtown MixedUse Zoning Districts that have Replaced the Old B-1, B-2, B-3 Business Zoning Districts within Previously Adopted Zoning Maps. All present voting aye, motion carried.

Absent: Aldermen: Slavin, Fiore

15. Adjournment Moved by Alderman Hospodarsky, seconded by Alderman Peterson to adjourn the meeting. All present voting aye, by voice vote. Mayor Pecaro adjourned the meeting at 8:02 p.m.
