Call to Order
At 6:04 PM, Mayor Rotering called the meeting to order and asked for a roll call.
Roll Call
Members Present: Mayor Rotering, Councilmen Stolberg, Stone, Kaufman, Knobel, Holleman
Members Absent: Councilman Blumberg
Mayor Rotering declared a quorum was present.

Approval of Minutes
A. Regular Meeting of the Committee of the Whole – January 14, 2019
Councilman Stolberg moved to approve the minutes from the regular meeting of the Committee of the Whole held on January 14, 2018. Councilman Knobel seconded the motion.
On a voice vote:
Voting Yea: Mayor Rotering, Councilmen Stolberg, Stone, Kaufman, Knobel, Holleman
Voting Nay: None
Absent: Councilman Blumberg
Mayor Rotering declared the motion passed unanimously.
Closed Session
Councilwoman Stone moved the Committee close its meeting to the public, pursuant to the following cited sections of the Illinois Open Meetings Act (5 ILCS 120/2(c)), for the purposes of i) approval of closed session minutes (5 ILCS 120/2(c)(21)); ii) potential litigation (5 ILCS 120/2(c)(11)); iii) pending litigation (5 ILCS 120/2(c)(11)); and iv) collective bargaining (5 ILCS 120/2(c)(2)). Councilwoman Knobel seconded the motion.
On a roll call vote:

At 6:05 PM, the Committee recessed the public portion of the meeting to meet in Closed Session.
At 6:58 PM, Mayor Rotering reconvened the open session of the Committee of the Whole Meeting.

B. Special Meeting of the Committee of the Whole – January 8, 2019
Councilman Knobel moved to approve the minutes from the special meeting of the Committee of the Whole held on January 8, 2019. Councilman Kaufman seconded the motion.

Scheduled Business
HP150 Update
City Manager Neukirch presented the City’s HP150 work plan to celebrate the City’s sesquicentennial anniversary. She provided an update on fundraising efforts and requested the Committee’s feedback pertaining to the location of the sponsor bricks.
The Committee, City Manager Neukirch and Jean Sogin, HP150 Committee Member, discussed the map of Highland Park that was created for the HP150 celebration. City Manager Neukirch thanked the committee who worked on the map – Jean Sogin, Joan Arenberg, Patty Pell and Rhoda Pierce.
The Committee and City Manager Neukirch discussed the plaque for those sponsors at the three top sponsorship levels and the location of the sponsorship brinks. They were in agreement that the placement of the bricks would be in the pocket park along with the commissioned HP150 art piece. They discussed the Landmark piece that will be sent to all homeowners regarding the HP150 celebration and the marketing of the sponsorship bricks.
Highwood Boundary Agreement
Community Development Director Fontane provided a report and recommendation pertaining to a proposed boundary agreement with the City of Highwood. He explained that City Manager’s Office, Community Development, and Public Works staff from both communities have met on several occasions, and working with Corporation Counsel, an agreement has been drafted to best serve the impacted residents, neighbors and both communities. He provided information on next steps.
The Committee was in consensus to move forward with staff’s recommendations.

Councilman Stolberg moved to adjourn. Councilman Kaufman seconded the motion.
On a voice vote, the Mayor declared the motion passed unanimously.
The Committee of the Whole adjourned its meeting at 7:34 PM.
