The data shows that all of the released offenders in Winthrop Harbor were men. The median age of the parolees was 27. The youngest parolee is a 23-year-old man sentenced for crimes against justice in 2017, and the oldest is a 34-year-old man sentenced for sex crimes in 2008.
The offender who had been incarcerated the longest is Kevin M. Apaez. He was convicted of crimes involving one or more weapons in 2015 when he was 21 years old. He is now 25.
Under state law, paroled offenders are still in legal custody of the IDOC, meaning they can be taken back to a correctional center at any time if the state has probable cause or a warrant.
