City of Highwood City Council met Oct. 1.

Here is the minutes provided by the council:

Call to Order by Mayor Pecaro at 7:31 P.M.

1. Roll Call

Present: Mayor Pecaro, Aldermen: Falberg, Hospodarsky, Fiore, Peterson, Slavin

Absent: Alderman Levi

Also Present: City Manager Coren, City Attorney Jablecki, Assistant City Manager Martin, Administrative Assistant Litjens, City Clerk Baruffi

2. Pledge of Allegiance

Those in attendance recited the Pledge of Allegiance.

3. Review of Minutes to be Approved

3.1. Moved by Alderman Hospodarski, seconded by Alderman Fiore to approve the City Council: September 17 , 2019 minutes with change to 12.4. of the motion seconded by Alderman Hospodarsky, not Alderman Levi. All present voting aye, by voice vote, motion carried.

3.2. Moved by Alderman Slavin, seconded by Alderman Peterson to approve the Committee of the Whole: September 17 , 2019 minutes with the change to 7.1 from many students to nine students. All present voting aye, by voice vote, motion carried.

4. Appointments (Mayor Pecaro)

5. Approval of Warrant List:

5.1. Moved by Alderman Falberg, seconded by Alderman Fiore to approve the 10/01/2019 AP Warrant List for payment. All present voting aye, motion carried.

Vote:

Yes: Aldermen: Falberg, Hospodarsky, Fiore, Peterson, Slavin

Absent: Alderman Levi

The lift station work in the Ft. Sheridan area was completed with the City of Highland Park.

7. Mayor’s Report

The Pumpkin Festival will be October 11th – 13th, with Appreciation Night on the 10th of October. The scaffolding will start to be put up this Friday. Proceeds will be donated to the Make A Wish Foundation.

New Business

12.1. 19-R-27 Moved by Alderman Peterson, seconded by Alderman Fiore to authorize a Resolution Approving an ARC Application for Signage at Street Level Studio, Located at 214 Green Bay Road. All present voting aye, by voice vote, motion carried.

12.2. 19-O-18 Moved by Alderman Falberg, seconded by Alderman Peterson to waive the first reading and approve an Ordinance Amending the City of Highwood Zoning Ordinance with Regard to Zoning Restrictions for Recreational Cannabis Business Establishments. All present voting aye, motion carried.

Yes: Aldermen: Falberg, Peterson, Hospodarsky, Fiore, Slavin

Absent: Alderman Levi

Barbara Denecker expressed her concern to have in the Ordinance the ruling of no advertising within 1,000 feet enforced.

It was noted the City will be following the State laws.

12.3. 19-O-19 Moved by Alderman Falberg, seconded by Alderman Fiore to waive the first reading with the changes to 4-21-3 of Title 11 not Title 10 an Ordinance Adding Title 4 Chapter 21 “Cannabis Business Establishm ents” to the Highwood City Code. All present voting aye, motion carried.

Yes: Aldermen: Falberg, Fiore, Slavin, Peterson, Hospodarsky Absent: Alderman Levi

12.4. Moved by Alderman Falberg, seconded by Alderman Peterson to authorize a

Motion Authorizing the City Manager to Sign a Master License Agreement for

the Co-Location of Small Wireless Facilities Located within the City of H ighwood Municipal Rights of Way. All present voting aye, motion carried.

Yes: Aldermen: Falberg, Peterson, Hospodarsky, Fiore, Slavin Absent: Alderman Levi

12.5. Moved by Alderman Hospodarsky, seconded by Alderman Peterson to authorize a Motion Approving a Complete Streets Policy for the City of Highwood. All present voting aye, by voice vote, motion carried.

13. Executive Session (If Necessary)

14. Any Action Necessary Coming Out of Executive Session

15. Adjournment Moved by Alderman Slavin, seconded by Alderman Fiore to adjourn the meeting. All present voting aye, by voice vote, motion carried. Mayor Pecaro Adjourned the meeting at 7:46 P.M.
