Village of Cary Village Board met December 3

Village of Cary Village Board met Dec. 3.

Here is the minutes provided by the board:

I. Call to Order This meeting was called to order at 6:00 p.m. by Mayor Kownick.

II. Roll Call Present: Mayor Kownick and Trustees Betz, Covelli, Collier, Kraus, McAlpine and Weinhammer 

Absent: None

Others present included Village Administrator Rife, Police Chief Finlon, Finance Director DuCharme, Public Works Director Morimoto, Management Analyst Sage, Village Attorney Uhler and members of the audience per the sign-in sheet.

III. Pledge of Allegiance Mayor Kownick led in the recitation of the Pledge of Allegiance.

IV. Open Forum Joe Smoot, 54 Wagner Drive, stated his street is in disrepair and needs attention. Mr. Smoot also stated a light erected in the parking lot of Saints Peter & Paul shines brightly on his property.

Mayor Kownick stated staff evaluates every street in the Village on a yearly basis for the annual road program and will continue to work with Mr. Smoot regarding his concerns. Mayor Kownick stated staff will contact Saints Peter & Paul to inquire about the lighting situation.

There being no further comments from the public, Mayor Kownick closed Open Forum at 6:08 p.m.

Mayor's Report Mayor Kownick recognized Sgt. Ed Synek on his retirement from the Cary Police Department.

Mayor Kownick swore in Police Officer James Holub.

Mayor Kownick stated the ribbon cutting at Cary Senior Living took place on December 3rd,

VII. Consent Agenda 

1. Consider for Approval the Warrant Dated December 3, 2019 

2. Consider for Approval Minutes of the November 19, 2019 Village Board Meeting 

3. Consider for Approval Minutes of the November 19, 2019 Committee of the Whole Meeting 

4. Consider for Approval an Ordinance Abating Special Service Area Taxes for Special Service Area Number One (SSA #1 - Cambria) and Approving the Amended Special Tax Roll 

5. Consider for Approval an Ordinance Abating Special Service Area Taxes for Special Service Area Number Two (SSA #2 - Foxford Hills) and Approving the Amended Special Tax Roll 

6. Consider for Approval an Ordinance Abating Taxes for Taxable General Obligation Bonds, (Alternative Revenue Source) Series 2009, of the Village of Cary, McHenry County, Illinois 

7. Consider for Approval a Resolution Approving the Declaration of Trust of the Illinois Trust and Authorizing Certain Officials to Act on behalf of the Village of Cary

Motion: Trustee McAlpine moved, seconded by Trustee Kraus, to approve Consent Agenda Items #1 - #7.

Ayes: Kraus, Betz, Collier, Covelli, McAlpine, Weinhammer 

Nays: None 

Abstain: None

Motion Carried

VIII. Administrator's Report 

Administrator Rife provided the Board with a copy of an invoice for Bolder Contractors that was inadvertently omitted from the December 3rd warrant. The invoice for work performed regarding the Eastern Gateway Liftstation Project will be paid and included in the December 17th warrant.

Administrator Rife stated the Merry Cary parade will take place on Sunday, December 8th,

IX. Department Head Reports 

Director Morimoto stated the winter overnight parking restrictions are in effect. Director Morimoto stated the new refuse hauler, Flood Brothers Disposal, began servicing the Village December 2nd. Director Morimoto stated residents who still Advanced Disposal carts should contact Advanced to arrange for pickup.

X. Future Agenda Items and Discussion by Village Board 

None.

XI. Adjourn There being no further items to discuss, a motion was made to adjourn the meeting at 6:22 p.m.

MOTION: Trustee Kraus 

SECOND: Trustee McAlpine

The Voice Vote noted all ayes and the motion carried.
